Procurement Manager

Environmental Restoration LLC has been an industry leading provider of cost-effective Hazardous Wastes Material Management and Removal services since 1997. From our St. Louis Corporate Headquarters and our 24 regional offices across the Unites States ER provides Federal, State, and Local agencies as well as private sector clients nationwide with Emergency Response, Site Remediation, Environmental Construction, and Specialty Technical Services.

As a Procurement Manager, your role will involve overseeing the entire procurement process, developing strategies, and ensuring that procurement activities align with company goals. This role involves managing the procurement team and ensuring efficient operations as well as managing vendors. You will be responsible for providing expert advice on procurement practices, identifying areas for improvement, mitigating risks, and helping to implement best practices within the department. This role often involves analyzing current processes and recommending enhancements.

Responsibilities include:

• Focus on building shared company goals while fostering trust, open communication, and encouraging collaboration among team members.
• Manage the Request for Quote (RFQs) and Request for Proposal (RFPs) process.
• Manage the bid process to assure accuracy, compliance, and value.
• Maintain procedures that ensure compliance on all Purchase Orders/Change Orders and direct company Procurement Policies.
• Directly support government (e.g., DCMA, DCAA, etc.) inquiries related to Procurement documentation/processes and assist in the preparation of Government-conducted Contractor Purchasing System Reviews (CPSRs) and, as directed, take appropriate steps to ensure that the company maintains an “approved" Purchasing System rating.
• Manage the procedures for accurate completion of vendor credit applications.
• Maintain relations with vendors and suppliers on an ongoing basis to establish strong and reliable partnerships.
• Manage vendor issue resolutions.
• Direct the Government Reps and Certs process and ensure vendor compliance.
• Manage procedures for processing PO’s/CO’s in the company’s accounting software.
• Develop, lead, and execute purchasing strategies.
• Assess, manage, and mitigate risks.
• Analyze procurement data to identify trends, measure performance, and provide insight for future procurement needs.

• Basic knowledge of the Federal Acquisition Regulations (FAR)/ Defense Federal Acquisition Regulations (DFAR)/ and other agency FAR supplements.
