The incumbent of this position will review, analyze and evaluate disputed claims to ensure uniformity with State and Federal rules and regulations by analyzing fact-finding, data and information. Ensure that the required information has been obtained accurately and completely, and that the written determination(s) adequately, clearly and concisely explains the reason for the determination, properly citing the applicable law, stating the conclusion, and the effect of the determination. Review cases to confirm that proper procedures have been followed throughout the determination process to ensure that due process rights were provided to all parties involved. Provide technical assistance and guidance to staff on fact-finding, the resolution of nonmonetary issues and the claims filing process. Interpret and explain relevant laws, regulations, policies and procedures as required to ensure effective operations and compliance with existing established procedures. Make determinations on eligibility for benefits in disputed claims after gathering the necessary information, issuing timely notices of such determinations together with the appropriate rationale to parties in accordance with Massachusetts Employment Security Law. Assist unit manager in the operations of the department.

This position requires a combination of telework, field work and time in the office. Incumbent must be familiar with and comfortable using various web-based applications as required to perform their duties while, teleworking, in the office and/or out in the field. This position requires travel throughout the Commonwealth. All applicants must have a current driver’s license and reliable transportation.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

1. Provides technical assistance, guidance and counsel to agency staff, managers, and others on fact-finding, the resolution of nonmonetary issues and procedural questions concerning eligibility for UI benefits and/or the claims filing process in order to insure consistent interpretation of the law.

2. Reviews nonmonetary determination cases involving disputed unemployment benefits claims and analyzes all fact-finding, data and information to ensure that the required information has been obtained accurately and completely and that the written determination adequately, clearly and concisely explains the reason for the determination, properly citing of applicable law, stating the conclusion, and the effect of the determination

3. Conducts regular case reviews and discussions with staff to develop and enhance their capacity and ability to conduct complete and accurate fact-finding and make appropriate determinations.

4. Conducts both informal and formal quality reviews of the work of staff to evaluate quality and identify improvement opportunities.

5. Provides training to staff to enhance their knowledge of the Employment and Training Law, Regulations, Policies, and Procedures and their ability to apply this knowledge effectively to nonmonetary determinations and the claims filing process.

6. Participates in work groups to develop and enhance procedures for implementing new laws and regulations.

7. Interprets and explains relevant laws, regulations, policies and procedures as required to ensure effective operations and compliance with established procedures

8. Gathers data & writes reports on performance quality & corrective action recommendations.

9. Assists unit manager in the operations.

10. Reviews and analyzes disputed unemployment benefits claims to determine validity of claims and amount of settlement.

11. Verifies information on claims by interviewing claimants and employers by telephone and by reviewing payroll records and other documents.

12. Allows or denies claims and writes determinations based on all relevant laws, rules, regulations and precedents.

13. Advises claimants and employers of appeal rights and procedures and assists them in preparing appeals in cases of adverse determinations.

14. Interviews interstate claimants, gathers claims information regarding claims for benefits against other states and sends reports of such information to liable state agencies for determination.

15. Provides information on unemployment insurance programs to employers, claimants and the general public through speeches, personal interviews, correspondence and by the telephone.

16. Performs related duties such as preparing written reports and maintaining records.

17. Investigates information that will assist in the prevention and detection of improper payments by conducting fact-finding, analyzing collected data/information, and issuing appropriate determinations in a timely manner.

18. Analyzes information from claimants, employers and/or their representatives in addition to data received from internal crossmatches.

19. Ensures all facts gathered and considered in the determination process are documented in the case material and made known to all parties.

20. Ensures that all case material contains accurate, specific, and sufficient facts to address the standards of the law and to support the determination reached.

21. Applies all relevant laws, rules, regulations and precedents to formulate legal conclusions concerning proper eligibility for benefits.

22. Writes and issues determinations adequately, clearly and concisely to explain the reason (s) for the determination of approving or denying benefits, properly citing all applicable laws to enable interested parties to protect their rights.

23. Provides quality professional service to all customers and staff.

24. Assists with special projects as needed.

25. Performs related work as required.


Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full time, or equivalent part-time professional or paraprofessional experience in personnel interviewing, vocational counseling, employment counseling, rehabilitation counseling, educational counseling, credit collection, credit interviewing, credit investigation, claims adjudication, claims settlement, claims examining, claims, investigation, claims interviewing, social work or social casework, or (B) any equivalent combination of the required experience and the substitutions below.
Substitution:
I. An Associate's degree may be substituted for one (1) year of the required experience.
II. A Bachelor's degree or higher may be substituted two (2) years of the required experience.
III. A Master's or higher degree may be substituted for the required experience.
