GENERAL DESCRIPTION :

The Family Services Coordinator is responsible for managing the daily operations of the programmatic area of Child Care Resource and Referral and eligibility in regard to parental services for the School Readiness and Voluntary Prekindergarten Programs.

MAJOR RESPONSIBILITIES :

  • To convey childcare information in a relaxed manner, problem solves in a positive manner and communicates sensitively and responsively to the needs and concerns of all parents regardless of income level.
  • Ensure the facilitation of parental choice through the identification of available services, and the provision of information and assistance, which helps parents to evaluate the appropriateness of different childcare settings and make a choice of what is best for their needs in a manner that is free of bias and preference for any specific type of childcare or childcare provider.
  • Be able to communicate knowledge in the area of developmental needs of children, local and state care rules and regulations and developmentally appropriate childcare practices.
  • Provides supervision and support to Family Services Specialists.
  • Sees clients and provides eligibility support as needed.
  • Coordinate staffing needs with other Family Services Coordinators and the Manager of Family Services to ensure that staffing needs are met, and that staff have adequate opportunity to take time off. When staffing needs are not able to be met by Family Service staff, make the Chief of Programs & Administration aware of additional needs.
  • Conducts or oversees training of new Family Services Specialists.
  • Performs file reviews of work completed by assigned Family Services Specialist as required.
  • Works with Family Services Specialist to correct any errors in eligibility or CCRR records discovered in file reviews conducted by the Family Services Coordinator, and internal and external monitoring.
  • Resolves questions concerning files based on suspected fraud and OEL data edit reports.
  • Assure that clients newly enrolling or enrolling with a gap in services as identified in policy are given the proper Ages and Stages questionnaire to complete and that completed questionnaires are turned into the Screening Specialist in the manner prescribed by policy.
  • Answer questions regarding eligibility, billing, and reimbursement or provider complaints as necessary.
  • Provide necessary statistical information regarding eligibility and CCRR when requested and coordinate with the Manager of Family Services to ensure she / he has the information required to complete reports.
  • Receive and document all complaints from any source that pertains to childcare.
  • Attend any pertinent conferences and meetings as requested.
  • Be knowledgeable of the Subsidized, Head Start, and Pre-kindergarten programs for parents and provide assistance to parents interested in these programs.
  • Assure that client files are accurate and current both in EFS Mod or other state mandated database.
  • Maintain confidentiality in regards to information accessed in performance of job duties.
  • Work with Manager of Family Services throughout the year to ensure eligibility and resource & referral standards are being met.

20. Other job duties as assigned including assisting in other areas of CCRR as necessary.

21. Responsible for implementing the coalition's anti-fraud plan daily activities related to prevention, detection, investigation, and reporting of possible overpayment resulting from potential fraud or abuse.

Requirements

EDUCATION AND EXPERIENCE :

  • Bachelor's degree in Early Childhood Education, Business Administration, Nonprofit Administration or other related field.
  • 3-5 years related work experience preferred.
  • A comparable amount of training, education or experience can be substituted for minimum qualifications.)

    SKILLS, KNOWLEDGE, AND ABILITIES :

  • Ability to effectively provide information in a positive, informative, and patient manner.
  • Ability to demonstrate problem-solving skills, counseling skills, and empathy toward needs of parents.
  • Excellent telephone, computer, and clerical skills.
  • Working knowledge of laws governing childcare, accrediting agencies, and training requirements for teachers.
  • Knowledge of the overall function, responsibilities, and services rendered by the Central Agency.
  • Ability to adjust to new situations resulting from new laws, decisions, or circumstances with the flexibility needed to adapt and operate.
  • Ability to establish priorities, schedule workloads and use other resources to complete goals or task.
  • Ability to provide training and convey information necessary for Family Services Specialist to perform client eligibility tasks.
  • Ability to work some evenings and weekends as needed.
  • LICENSES, CERTIFICATION, OR REGISTRATIONS :

  • Valid driver's license and proof of automobile coverage
  • Satisfactory Driving Record (as outlined in Vehicle Driving Policy)
  • Certificates of acknowledgment required : Conflict of Interest, Code of Ethics, Confidentiality agreements, IT Systems and Security, Anti-Fraud, HR Employee Acknowledgement Form
  • ENVIRONMENTAL CONDITIONS :

  • Works inside an office environment
  • Some travel required
  • ESSENTIAL PHYSICAL SKILLS :

  • Requires prolonged sitting with some bending, stooping, and stretching, and eye-hand coordination and manual dexterity sufficient to operate a keyboard, telephone, photocopier, calculator, and other office equipment.
  • Requires normal range of hearing and eyesight to communicate with clients and staff. (Reasonable accommodations will be made for otherwise qualified individuals with a disability)
