What are the responsibilities and job description for the Community Center Manager-Neighborhood and Human Services position at ESCAMBIA COUNTY?

This is responsible administrative and managerial work in the development, planning, management, and coordination of Escambia County community centers including managing rental and event operations, supervising personnel at various community centers, and developing and implementing usage procedures.
EXAMPLES OF DUTIES
Supervises full-time and part-time employees and volunteers by prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, and maintaining a healthy and safe working environment as well as making hiring, termination, and disciplinary recommendations
Represents the County by serving as a liaison with employees, community center associations, rental and event organizations, and other external organizations as well as attending a variety of meetings, public events, training sessions, other related events, and serving on committees
Manages programs such as summer camps, afterschool programs, senior citizens programs, and meetings as well as enrichment programs and recreational activities for various groups at multiple community centers throughout Escambia County by planning, facilitating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and service offerings to ensure compliance with established procedures as well as Federal, State, and local laws, regulations, codes, and standards
Coordinates the use of the community centers by neighborhood groups and other organizations
Manages the publication and distribution of program marketing and advertisement materials, in conjunction with the County’s Community & Media Relations Department
Maintains the buildings, grounds, and equipment of the community centers by facilitating maintenance requests for each center
Maintains community center files for multiple community centers and program participants by preparing and updating files to ensure compliance with applicable guidelines
Facilitates special public events including concerts, plays/skits, sports events, conventions, presentations, and news conferences by creating, planning, coordinating, and organizing these events and activities which may require installing equipment such as microphones, sound speakers, video screens, projectors, video monitors, and recording equipment as well as connecting wires, cables, and sound and mixing boards
Manages a daily feeding program at various community centers
Assists with the Youth Employment program
Solicits and maintains partnerships within the community including various community agencies, organizations, and businesses to build network support opportunities for client services as well as enhance programs and opportunities provided for the community
Manages lease agreements and other contracts with external organizations
Maintains annual budget for summer camp programs, afterschool programs and daily operations by preparing cost estimates for budget recommendations and submitting justifications for budget items as well as monitoring and controlling expenditures
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
High School Diploma or Equivalent (GED) and five years of experience in community center programming and personnel supervision; or a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
Must possess a valid driver’s license from state of residence

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.

Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions.
Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force constantly to move objects. Work can be performed sitting at a desk or walking around various centers and will require travel to various community centers within Escambia County.
