This position provides professional and administrative work as the Manager of the Stormwater Division in the Engineering Department. The Stormwater Division Manager provides supervision and guidance to program implementation and upgrades to the County's stormwater infrastructure by managing engineering projects and staff, Development Review Committee (DRC) review oversight, environmental compliance, and supporting operations by maintaining regulatory and permit compliance. Work is performed under the administrative direction of the County Engineer.
The impact of current and future coastal flooding is a County-wide issue. The Stormwater Division Manager will play a key role in planning, implementing, and managing staff and engineered projects that will maintain a level of service to protect life and property during precipitation events. This includes plans to make the County more resilient by considering cause and effects from future sea level rise (SLR).
Independent judgement and initiative are required. The Stormwater Division Manager manages technical and skills.
EXAMPLE OF DUTIES
Manages the activities of the Stormwater Division, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings regarding stormwater infrastructure improvements and implementation
Provides supervision, direction, and interdepartmental cooperation regarding stormwater issues for the Engineering Department and other Escambia County departments, to include the DRC Program and the stormwater reviewer, while ensuring compliance with stormwater regulations
Assists County staff with solutions to County stormwater issues
Plans, organizes, coordinates, and manages the work of subordinate employees
Assists in the preparation of the annual budget for the Stormwater Division of the Engineering Department
Prepares technical and administrative reports, advertisements for bids, project cost estimates, and work orders
Effectively coordinates and communicates directly with the public and other entities, organizations, and stakeholders to resolve related issues
Acts as liaison with Federal, State, Local and other agencies as directed
Prioritizes and programs stormwater capital improvement projects. Seeks and monitors grants for these projects
Establishes project estimates from study to acquisition, design, and construction
Leads and participates in team settings to plan, program, and accomplish short- and long-term goals to create a more sustainable and resilient community, reduce effects of sea level rise, and recover from natural disasters and significant precipitation events
Reviews and approves project plans and specifications, for both in-house and contract work, for compliance with Federal and State regulations and requirements and sound civil and environmental engineering principles and practices
Coordinates efforts through regulatory agencies to ensure regulatory compliance
Schedules work, solves problems, and disperses information for the Stormwater Division
Prepares written correspondence and complex engineering reports
Provides technical guidance to lower-level staff, senior management, and/or other interested parties.
Monitors and tracks tasks by using websites, spreadsheets, and Microsoft Office software
Performs other duties as directed
TYPICAL QUALIFICATION
Minimum Qualification Requirements:
Training and Experience:
Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field, and five years of professional experience in stormwater management; or a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
Valid driver's license in state of residence
