Under the general direction of the Natural Resources Management Director, this position manages and oversees division planning, projects, research, and personnel working on RESTORE (Resources Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012) projects and programs. manages expenditures to the approved annual budget, develops goals and objectives, and performs planning and research; ensures compliance with Federal, State, and local laws, regulations, codes and/or standards. This position may be assigned to function as the Natural Resource Management Department Director in case of the Director's absence.


EXAMPLES OF DUTIES

Manages staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations


Plans, develops, and implements complex projects.


Prepares, reviews, interprets, and analyzes a variety of information, data, and reports in order to make recommendations based on findings and communicate pertinent information to internal and external parties


Provides technical guidance to lower-level staff, senior management, and/or other interested parties


Represents the County or Department by attending and/or facilitating a variety of RESTORE related meetings, public events, training sessions, committees, and/or other related events, including meetings held outside regular business hours, including nights and weekends


Develops and administers Division budgets associated with personnel, operating, and capital costs by approving expenditures, reviewing financial statements, and managing financial operations


Researches, prepares, and executes presentations to the Board of County Commissioners, County Administration, and applicable parties requiring their approval


Investigates accidents, property damages, injuries, complaints, and/or other related items in order to facilitate the resolution of problem situations


Collaborates with consultant firms hired by the County, the County Administrator, Board of County Commissioners, and County staff to draft and manage the County's Multiyear Implementation Plan and manage the County's RESTORE Program.


Maximizes and leverages RESTORE funding through management and development of projects funded by all potential RESTORE funding sources including the Gulf Coast Ecosystem Restoration Council, the State Consortium, NFWF (National Fish & Wildlife Foundation), and NRDA (Natural Resources Damage Assessment)


Prepares and posts materials to County RESTORE web page


Ensures uniform application of the guidelines provided in the RESTORE Act, federal rules, community needs, desires, and other relevant factors, including the best available science for natural resource protection, restoration projects, and activities


Serves as Escambia County's staff point of contact on matters related to the County's RESTORE Program and the County's Multiyear Implementation Plan


Tracks and reports on the County's Multiyear Implementation Plan to include, but not limited to, projected completion timelines, fiscal expenditures and final evaluation of each project or activity


Performs other duties as required


TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:


Training and Experience:

Bachelor’s degree in Planning, Business Development, Economics, Natural Resources, Environmental Studies, Engineering or closely related field, and two years' experience in economic development, planning, project management, grant writing and management, or business development; or a combination of education and experience equivalent to these requirements.


Licensing Requirements:

Valid Florida Driver's License


Preferred Qualifications:

Certificate in Project Management (PMP)

Research techniques, sources, and methods

Federal, State, and Local laws, rules and regulations pertaining to local government

To make recommendations and prepare complete and accurate reports

Establish and maintain effective working relationships with public officials, director, commissioners, representatives of other organizations, and the general public

Handling multiple tasks

Project simultaneously

Grant writing and management

Communication and interpersonal skills as applied to interaction with coworkers, supervisor, and the general public sufficient to exchange or convey information and to receive work direction

Emergency Management Responsibilities:

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties as assigned.


Physical Requirements:

Positions in this class typically require reaching, standing, walking, lifting, grasping, talking, hearing, seeing, finger and hand dexterity, and repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
