The Manager of Human Resources supports the Human Resources Director in managing the day-to-day operations of the HR Department at Esperanza Health Center (EHC), a Federally Qualified Health Center (FQHC) in Philadelphia. This role assists with Esperanzaq’s leadership, recruitment, and retention of bilingual clinical staff, HR compliance initiatives, HRSA audits, UDS reporting, staff development, employee relations, and benefits administration. ESSENTIAL FUNCTIONS 1. Recruitment & Onboarding
- Lead and support full-cycle recruitment, focusing on sourcing and hiring bilingual (English/Spanish) clinical staff.
- Ensure recruitment practices comply with state, federal, and EHC policies and requirements.
- Monitor search activities and ensure searches are completed in a timely manner.
- Collaborate with the HR Director and hiring managers to develop recruitment strategies to attract and retain mission-aligned talent.
- Coordinate and participate in interviews, reference checks, and credential verifications.
- Assist in developing and delivering comprehensive onboarding programs.
- Employee Relations, Development & Compliance
- Support the HR Director in managing employee relations issues and ensuring a safe and supportive work environment.
- Guide supervisors on performance management, progressive discipline, and conflict resolution in alignment with EHC policies.
- Assist with conducting investigations and drafting disciplinary documentation when needed.
- Promote staff development through training opportunities and encourage professional growth, especially for bilingual clinical staff.
- Serve as an ADP administrator, ensuring the accuracy and integrity of HR data, particularly regarding benefits, compensation, and compliance documentation.
- Ensure staff have access to ADP self-service functions and assist in troubleshooting issues.
- Maintain confidentiality and compliance in employee recordkeeping.
- Assist the HR Director in preparing documentation and reports for HRSA site visits and audits.
- Ensure accurate data collection and reporting for Uniform Data System (UDS) requirements related to HR functions.
- Maintain up-to-date records on licensure, credentialing, and staff qualifications to support compliance audits.
- Assist in planning and executing staff events, including retreats, all-staff training, and staff appreciation initiatives.
- Collaborate with the Chaplain and HR team to promote EHC’s culture of faith integration and community service.
- Support the planning and facilitation of annual Risk Management training in collaboration with leadership.
- Provide day-to-day supervision and mentorship to assigned HR staff.
- Conduct performance evaluations and recommend professional development plans.
- Encourage continuous improvement in HR processes and service delivery.
- Participate in management meetings, providing HR insights and contributing to strategic planning.
- Assist with the preparation of HR budgets and salary allocations.
- Attend HR-related training and conferences to stay current on FQHC and HR best practices.
- Prepare and submit required reports, such as EEO-1, UDS, and other regulatory filings.
- Manage and process biweekly payroll through ADP Workforce Now, ensuring timely and accurate compensation for all employees.
- Review timesheets, time-off requests, and payroll adjustments in accordance with internal policies and federal/state labor regulations.
- Coordinate with department managers to ensure correct tracking of hours worked, FLSA compliance, and proper classification of employees.
- Collaborate with the Finance Department to review payroll registers prior to final submission and ensure alignment with budget and accounting standards.
- Serve as the primary point of contact for employee payroll questions, including deductions, tax withholdings, direct deposit, and pay discrepancies.
- Maintain payroll records in compliance with confidentiality standards and regulatory requirements.
- A bachelor’s degree is required in HR, business administration, or a related field.
- PHR/SPHR or SHRM-CP/SCP certification preferred.
- 3-5 years of progressive HR experience, with at least 2 years in a supervisory role.
- Experience in a healthcare setting, preferably in an FQHC.
- Demonstrated experience recruiting bilingual clinical staff (English/Spanish preferred).
- Proficiency in ADP WorkforceNow or similar HRIS.
- Strong interpersonal and communication skills; working effectively in a culturally diverse environment.
- Ability to handle sensitive information with integrity and confidentiality.

- Must be able to sit/stand for extended periods.
- Ability to travel between EHC sites as needed.
- Occasional lifting (up to 20 lbs.) may be required.
