JOB DESCRIPTION: Finance Director/Board Treasurer
QUALIFICATIONS:
- Four-year degree in accounting, finance, or a degree in educational leadership.
- Four to six years experience in accounting, finance or related area, including accounts payable, accounts receivable, payroll and benefits administration or experience with creating a budget within a school setting.
- Strong knowledge of accounting systems and internal control.
- Familiar with budgeting procedures.
- Experience with accounting software required.
REPORTS TO: Superintendent
JOB GOALS: To administer the day-to-day operations of the Bookkeeping Department enabling the district to maximize its financial efficiency; and to support the Mission Statement of the Estill County School System. 240 day employment
PERFORMANCE RESPONSIBILITIES:
- Supervises the management of the financial affairs of the schools.
- Assumes responsibility for budget development and long-range financial planning.
- Establishes and supervises a program of accounting as required by the Kentucky Department of Education and adequate to record in detail all money and credit transactions.
- Supervises all accounting operations.
- Supervises the collection, safekeeping, and distribution of all funds.
- Financial consultant to the district’s supporting services, through the program directors, grant coordinators and building principals.
- Administers a budget control system for the district.
- Acts as adviser to the Superintendent on all questions relating to the business and financial affairs of the district.
- Assists in hiring, training, supervision and evaluating all district financial support staff.
- Serves as a resource and arranges for the internal auditing of school accounts.
- Serves as Treasurer of the Board of Education.
- Prepares monthly Treasurer’s Reports, Orders of the Treasurer, and other financial reports as required by the local Board and Kentucky Department of Education.
- Prepares the Annual Financial Report for the local Board, State Department, and publishes it in the local paper.
- Serves as administrator for RS6000.
- Prepares a draft, tentative, and working budget within appropriate timelines as designated by the Kentucky Department of Education.
- Prepares local revenue options upon receipt of a certified assessment and permissible tax rates from the Kentucky Department of Education.
- Maintains confidentiality of students and/or staff.
- Other duties as assigned by the Superintendent.
