Job Title : Director of Business Services

PRIMARY OBJECTIVE
The Director of Business Services oversees the ESU Student Activity Association Inc.'s (SAA) administrative functions, including information technology, assets, and finance. This role encompasses financial management while adhering to Generally Accepted Accounting Principles and the Pennsylvania use of public funds policies. A unique aspect of this role involves working daily with students in developing fiscal responsibility for their organization. The Director collaborates closely with campus entities, program directors, student organization leaders, and the Executive Director to ensure alignment with the Association's mission and strategic goals. In addition to managing cash flows and budgets, this position contributes to strategic decision-making and innovative initiatives that enhance SAA's services. The ideal candidate possesses strong interpersonal skills, fosters positive relationships with students and other stakeholders, while contributing to the strategic mission for the successful future of SAA and East Stroudsburg University.
KEY RESPONSIBILITIES
Oversee the management of SAA’s financial services in compliance with all SAA funding policies for its operations, Stony Acres, and Campus Rec & Wellness
Oversee account maintenance for all recognized organizations that are required to deposit their funds with SAA and provide banking service to same. This includes personal interaction with students and faculty to resolve problems and clarify accounting procedures
Oversee the recruitment, management, training, development, and evaluation of three professional staff and student employees
Administer all bank accounts, as well as investment portfolios and primary signature on all SAA and Stony Acres accounts
Maintain effective communications and working relationships with bank officials to initiate and facilitate the utilization of procedures and controls that optimize the SAA’s banking service
Advise and assist the Student Government Association Finance Chair and committee with the Student Organization budget process, workshops, and student organization financial business in order to ensure fair / effective budget allocation practices
Process bi-weekly payroll, and maintain personnel records
Administer all employee benefit programs including but not limited to health, dental, and vision insurances, life / disability insurance, State Employee Retirement System (SERS), deferred compensation, and flexible spending accounts. Responsible for all applicable benefit contract negotiating and renewals
Provide Human Resources services for SAA to include but not limited to orientation of all new staff regarding policies, procedures, and benefits available; conduct exit interview with personnel as needed and administer and maintain an employee handbook.
Comply with all federal, state, and local tax reporting requirements
Prepare annual budgets for SAA Operations, assist Student Engagement, SAA Special Events, and Campus Rec & Wellness with operating budget development. Prepare student employment payroll budget, including graduate assistants, for submission to the University Business Office for subsequent inclusion in the auxiliary budget.
Facilitate and coordinate the annual audit of the Student Activity Association with the independent auditors hired by SAA. Provide appropriate financial schedules per the Memorandum of Understanding to the University for inclusion in the University annual report.
Administer the Student Activity Association’s insurance program / policies and advise the Executive Director of issues with respect to coverage, premiums, and claims.
Prepare special schedules and management reports such as, or related to, asset depreciation, future value, insurance coverage, cash flow projections or other subjects as requested by the Executive Director
Provide assistance and support to Pennsylvania Auditor General, PASSHE auditors, ESU independent auditors, and NCAA auditors as needed
Provide support and information to the Intercollegiate Athletic Department for their various reporting requirements for NCAA, as well as the annual compilation of Federal Title IX and the annual Gender Equity report.
Administer the campus-wide vending program to include oversight of communication with vendors and the RFP process. Assist with contract negotiations.
Manage the operation of computer hardware and software in relation to the centralized business functions of the Association, including the administration of support / maintenance contracts. Facilitate the acquisition of equipment for all SAA related operations.
Assist the Treasurer on the SAA Board of Directors
Understand and utilize basic accounting software and technology
Provide support to the SAA Executive Director
Perform other related duties as assigned by the Executive Director
MINIMUM REQUIREMENTS
Knowledge of :
Generally Accepted Accounting Principles
Audit, budget, human resources, and payroll
Budget development, tracking, and monitoring
Skills : Supervisory
Multi-task in a busy environment
Evaluate, developing, implementing and maintaining accounting policies, procedures, and standards
Education / Experience :
Bachelor’s degree in accounting or business administration
10 years of experience in related field
Accounting software basic knowledge
Proficiency in Microsoft Suite
PREFERRED REQUIREMENTS
Master’s degree in accounting or business administration
Licensed CPA
15 years of experience in related field
Fund accounting experience
EMPLOYMENT INFORMATION
This is a full-time position that requires in-person hours Monday through Friday 8 am to 4 : 30 pm.
SALARY AND BENEFITS :
Salary is commensurate with experience. The hiring range is $70,000 - $85,000 based on experience. SAA offers an excellent benefit package which includes paid vacation, sick and personal days, 12 paid holidays, health, dental, vision and life insurance, state employee retirement system, and tax savings programs such as a deferred compensation plan and flexible spending accounts.
