Job Summary

The Compliance and Performance Director position leads professional and administrative work in planning, organizing, and directing the compliance and performance division of the Evansville Water and Sewer Utility (“Utility”) involved in drinking water production & distribution, and sewer collection & treatment. This position requires a proactive approach to develop and implement policies and procedures that ensure compliance and adherence with all relevant federal, state, and industry laws, regulations, and standards, including the Safe Drinking Water Act and the Clean Water Act in managing water, wastewater, industrial pretreatment, and environmental quality.

This position does related work as required. Work is performed under the general direction of EWSU’s Executive Director. Supervision is exercised over all compliance and performance divisional personnel.

Essential Duties and Responsibilities

Develop, manage, and oversee the Evansville Water & Sewer Utility (EWSU) compliance and performance programs.
Research, compile, and analyze data concerning current and future divisional needs; develops tactical and strategic information for use in decision making.
Identify potential areas of compliance vulnerability and risk and develop and implement corrective action plans.
Develop and implement performance strategies aligned with the EWSU’s strategic goals.
Monitor and analyze performance metrics and data to identify areas for improvement.
Reviews internal processes to ensure there are no violations of standards or regulations. Aids internal or external auditors in compliance reviews.
Directs the preparation of Compliance and Performance Department reports to the proper agencies; receives reports, charts, blueprints, forms, correspondence, and contracts; monitors water quality from operational and chemical reports/date; reviews, processes or forwards, maintains documentation for reference.
Collaborate with various departments to align their objectives, compliance, and performance standards with EWSU’s goals.
Identify training needs and organize workshops or coaching sessions.
Evaluate regulatory trends to anticipate and manage risks and challenges.
Oversee laboratory operations and ensure they operate effectively and efficiently.
Provide leadership and guidance to performance and compliance teams.
Provide coaching and conduct training programs to enhance employee skills and performance.
Implement compliance and performance management systems and monitor their effectiveness.
Manage and resolve compliance and performance-related issues and conflicts.
Recommend and oversee the implementation of performance and compliance improvement plans.
Ensure compliance with industry standards and legal regulations related to performance and compliance management.
Assists senior management with various administrative duties; attends various management meetings for dissemination of information.
Attends meetings and serves on committees.
Assess job descriptions, job classifications, work functions, and pay grades for all staff positions within the assigned areas.
Develops succession planning for this position to ensure organizational continuity and stability; document all functional activities within the divisions managed by the position in support of succession planning and employee development needs; develop succession planning to include functional individual development plan for staff successor that includes all normal function duties.
Performs related duties as directed.




Skills/Abilities




Proficient knowledge of performance management principles and methodologies.
Comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new procedures, practices, technologies, trends and advances in water and sewer systems.
Proficient in using laboratory information management systems and environmental monitoring software.
Strong analytical skills with experience in data review procedures and scientific research methodologies.
Familiarity with the development and implementation of KPIs and performance metrics.
Excellent leadership and decision-making abilities
Outstanding communication and presentation skills
Proven ability to lead cross-functional teams and manage complex projects.
Excellent communication skills, with the ability to convey complex regulatory and scientific information to diverse audiences.
Experience in stakeholder engagement and public relations, particularly in environmental and public health contexts.

Education and Experience

Bachelor’s degree in Environmental Science, Chemistry, Biology, Microbiology, Environmental Studies, or a related field from an accredited institution.
Advanced degree (Master’s or Ph.D.) preferred.
Minimum of eight years of professional experience in environmental compliance, water and wastewater treatment, or laboratory management.
At least four years in a supervisory or managerial role, with demonstrated leadership abilities.
Extensive knowledge of regulatory compliance, particularly concerning the Safe Drinking Water Act and the Clean Water Act.

Work Environment and Physical Requirements

Primarily office-based with regular field visits to various sites within Evansville. Must be willing to respond to emergencies outside of standard working hours as needed. Ability to lift and carry more than 50 pounds, work in confined spaces, and handle exposure to hazardous materials with provided PPE and training. Work near floor or wall openings, elevated platforms, and confined spaces. Exposure to environmental conditions such as fumes, odors, dust, mists, gases, and noisy conditions above 85 dB. Potential harm from hazardous gases, chemicals, and electrical shock. Exposure to hot, cold, wet, humid, or windy weather conditions. Follow OSHA regulations to prevent personal injury.
