What are the responsibilities and job description for the Early Learning Program Supervisor position at Evergreen Recovery Centers?
The Early Learning Program Supervisor oversees the facility and staff of onsite early learning program for children of mothers participating in a long term residential treatment program serving pregnant and parenting women with children up to age 5. Responsible for guiding the planning of curriculum philosophy, implementation and environmental design of the early learning program of up to 20 children from infant to age 5.
The Early Learning Supervisor meets the requirements for a center director as defined in WAC 110-300-0100(3) with regard to training, experience, and functioning within the early learning program and manages the day to day operations of the center. This position may at times also fulfill the requirements of director, assistant director and/or program supervisor as set forth in the WAC.
Primary Responsibilities:
- Plan, supervise, and implement day care activities that comply with relevant regulations and laws, including WAC 100-300-0100(3), as well as organizational policy and procedures
- Develop and implement a program that meets individual needs of the children with concerns for their interests, abilities, special talents, and pace and style of learning, including cultural competency.
- Interview, hire, orient and provide ongoing supervision to early learning program staff, volunteers and practicum students.
- Schedule staff and volunteer hours as needed to assure program staffing meets DEL license requirements for staff to children.
- Review and approve employee timesheets for accuracy and compliance with laws and company policy; approve leave requests.
- Complete annual performance evaluations as outlined by company policy, creating training plans for areas of deficiency, as disciplinary action and management processes.
- Create for management approval, necessary Early Learning Program documents, including Parent Handbook and unit procedures.
- Stay current on knowledge of State Early Learning Program licensing and develop and maintain positive professional relationships with surveyors and to ensure that licensing standards are met and any deficiencies are corrected. Maintain Early Achievers standing, when applicable.
- Inspect indoor and outdoor environment for health and safety hazards at least quarterly, requesting repair or replacement as appropriate.
- Conduct Early Learning Program staff meetings, arrange trainings and ensure that all early learning program staff personnel files document that they meet training and health and safety requirements.
- Coordinate with program managers to identify Early Learning Program equipment and materials needs, and complete purchase orders as outlined by company policies.
- Prepare early learning program billing documents and provide to accounting department in a timely fashion.
- Assist in annual Early Learning Program centers budget development, monitor Early Learning Program financial reports and aim to contain costs.
- Participate in management-level meetings, residential clinical staffing, Safety Committee, and other organizational meetings and work groups.
- Manage day-to-day operations of ECAP Contract through Snohomish County.
- Other duties as assigned by Supervisor.
MINIMUM QUALIFICATIONS:
- Provide verification of Washington State ECE Certification or equivalent per WAC 110-300-0100 (3), as approved and verified in the electronic workforce registry of DCYF, and is at least 18 years of age.
- Associate Degree in Early Childhood Education and at least 45 college credits in early childhood education core competencies; BA degree preferred.
- Two (2) years’ experience as a teacher in a licensed early learning program serving young children (age 5 or younger), preferably with some experience with children with alcohol or other drug exposure histories.
- Minimum of 6 months experience in administration and management of an early learning program
- Provide a Washington Early Childhood Education Certificate showing Completion of 30 hour-STARS training.
- Maintain Adult and Infant CPR and First Aid certificate, food handlers’ card and valid Washington State Driver’s license at all times.
- Ability to pass a post-offer, pre-employment drug test and agreement to agency’s drug free workplace policies, including compliance with random and/or for cause drug testing.
- Meet any vaccination mandates as required by State, Governor, CDC, DCYF or other regulatory authority.
- Employment is conditional upon having an acceptable DCYF Criminal Background Check (results are not generally available for several weeks). Certain convictions will preclude employment at a State-licensed child care facility.
