Location - Seattle Clinic - SODO

Schedule - Monday through Friday, 5 AM – 1:30 PM, with occasional Saturdays if needed.

Compensation -  $92,738   - $122,189

Job Summary:

  • The Clinic Manager plays a key role in overseeing the day-to-day operations of one or more ETS clinics, ensuring that services are delivered in alignment with the ETS Philosophy of Care, which emphasizes respect, dignity, cultural humility, and trauma-informed practices. This role is responsible for ensuring that clinics provide an inclusive, safe, and welcoming environment for all Participants, families, and staff. This role’s responsibilities are providing transformational leadership and strategy for the site, including coordinating cross-departmental communication and collaboration for effective patient care. 
  • In addition to clinic operations, the Clinic Manager also provides leadership and oversight to the Treatment in Motion (TIM) program, where applicable, extending mobile treatment services to communities in need, and integrating mobile services with the overall clinic operations.
  • The Clinic Manager fosters collaboration across clinical and administrative teams, ensuring that all operational and clinical practices reflect ETS’s commitment to anti-racism, equity, and inclusion.

What you contribute to this role – Responsibilities:

  • Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness. 
  • Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.

Site Operations Oversight

  • Oversee daily operations of assigned clinic site, ensuring that all services are delivered with compassion and respect for Participant autonomy, in line with the ETS Philosophy of Care.
  • Develop and manage budgets, financial performance, and reporting for assigned site, ensuring efficient use of resources while meeting the needs of Participants.
  • Collaborate with Clinic Services Administrators to ensure seamless integration of clinical services, ensuring that Participant care is trauma-informed, culturally responsive, and individualized to meet each person’s unique needs.
  • Ensure adherence to regulatory standards (42 CFR Part 2, Part 8, and Washington Administrative Code) while fostering an environment that supports innovation and continuous quality improvement in care delivery.
  • Actively support staff to operate at the top of their scope of practice, promoting shared decision-making, continuous learning, and professional development.
  • Facilitate open and effective communication between clinical and administrative teams, ensuring the highest level of Participant care and operational efficiency.
  • Ensure that program deliverables conform to overall agency needs as well as align with best practices, mission and vision of the agency.
  • Prepare, present, and interpret:
  • Reports describing and evaluating site operations including corrective actions when needed.
  • Budgets and financial statements.
  • Long- and short-term plans for clinic operations based upon funding trends, available financial resources, and federal, state and local policy developments affecting drug abuse treatment.
  • Streamline program processes to maximize efficiency, improve consistency in implementation of protocols and ensure staff are operating at the top of their scope of practice. 

Treatment in Motion (TIM) Program Oversight (if applicable)

  • Provide leadership and oversight to the TIM program when associated with a clinic site, ensuring that TIM services reach underserved communities and reflect ETS’s core values of harm reduction, Participant empowerment, and health equity.
  • Ensure that the TIM program integrates seamlessly with clinic operations, coordinating staffing, resources, and logistics to enhance Participant care continuity across both clinic-based and mobile services.
  • Monitor the performance and impact of the TIM program, ensuring that services meet community needs while maintaining compliance with state and federal opioid treatment regulations.
  • Build and maintain relationships with community partners to expand the reach and impact of the TIM program, while fostering a spirit of collaboration and service to vulnerable populations.

Strategic Planning

  • Contribute to the agency’s strategic planning by identifying opportunities for improving services, expanding reach, and enhancing Participant outcomes.
  • Lead the development of long-term plans for clinic operations and mobile services, aligning them with the agency’s vision of equitable, person-centered care for individuals and communities affected by opioid use disorder.
  • Stay informed of policy changes and funding opportunities that may impact clinic operations or the expansion of services, advocating for innovations that support the holistic well-being of Participants.

External Relations

  • Represent ETS and its services in community meetings, stakeholder events, and advocacy forums, always promoting the ETS mission of compassion, equity, and harm reduction.
  • Collaborate with referral sources, external agencies, and community stakeholders to build partnerships that enhance service access and Participant care, particularly for marginalized and underserved communities.
  • Serve as a key spokesperson for the clinic, fostering trust and collaboration with external partners and community organizations.

Supervision & Management of Staff

  • Foster a culture of teamwork, inclusion, and continuous learning among site staff, ensuring that the workplace environment reflects the ETS Philosophy of Care.
  • Lead the recruitment, development, and supervision of non-medical staff, ensuring a diverse, inclusive workforce that is well-equipped to deliver trauma-informed, culturally responsive care.
  • Ensure clinical and non-clinical staff are supported in maintaining their professional credentials, working in collaboration with Clinic Services administrators to ensure high standards of care and adherence to best practices.
  • Provide regular feedback, coaching, and performance evaluations, creating a supportive environment that encourages personal and professional growth for all staff members.
  • Champion staff well-being by promoting a healthy work-life balance and supporting staff in managing the emotional and physical demands of their roles.
  • Adhere to agency Human Resources policies and procedures in all matters relating to staff
  • Conduct annual performance evaluations of non-medical staff in accordance with agency policies.

Requirements

  What you bring to this role – Qualifications:

  • Education and/or Relevant and Lived Experience (if applicable):  
  • Bachelor’s degree in leadership, business, social work, psychology, public health administration, or a related field; Master’s degree preferred.
  • Minimum of three years in a supervisory/administrative role, preferably in healthcare or social services.
  • Experience managing programs that serve vulnerable populations, including individuals with substance use disorders, is highly desirable.
  • Knowledge and Skills:
  • Have an understanding of racial justice and social equity and a commitment to helping create an equitable environment for all ETS clients and patients as well as fellow staff.
  • Ability to establish and maintain effective working relationships with clients, patients, and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.
  • Familiarity with opioid treatment program regulations and service delivery models, including mobile treatment programs.
  • Knowledge of harm reduction principles, substance use disorder treatment modalities, and person-centered approaches to care.
  • Ability to manage budgets and financial reports with a focus on ensuring resource availability for Participant care and staff support.
  • Ability to identify and solve practical problems related to clinic and program operations, particularly in the context of serving diverse and marginalized populations.
  • Strong interpersonal skills and verbal/ written communication skills.     
  • Excellent organizational skills and ability to prioritize workload, work independently, and complete tasks timely and efficiently.
  • Dependable, able to work under pressure, receptive to change, willingness to learn, cooperative approach to problem solving.
  • Flexible team player, with excellent attention to detail.
  • Ability to maintain confidentiality and use discretion when handling highly sensitive information.
  • Ability to set boundaries, resolve conflict and de-escalate issues.
  • Computer literate, with basic knowledge of Microsoft Office Suite (or equivalent suites such as Google Workspace), as well as a high level of initiative in keeping current with technological changes. Skills needed include basic functions such as utilizing MS Outlook email and calendaring programs (or equivalent) and sending attachments, using MS Teams or equivalent chat, call, and videoconference features, and navigating search engines such as Edge or Google and carrying out browser searches and website benchmarking steps.

Additional Essential Information:

Physical Conditions and Requirements:

  • The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
  • The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
  • The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.

Equipment Used:

  • Computer, photocopier, fax machine, and phone.
  • Possible use of a program vehicle, for which a valid Driver’s License and acceptable driving would be required.
