HSE Compliance Specialist

Department: Operational HSE

Job Status: Full Time

FLSA Status: Salary Exempt

Reports To: HSE Regional Manager

Location: West TX - Midland

Amount of Travel Required: 90%

Work Schedule: M-F (Rotational On-call weekends)

POSITION SUMMARY: HSE Compliance Specialist ensures a safe, healthy work environment and maintains environmental ordinances. To achieve this, a HSE Compliance Specialist must perform inspections to assess the risks that may threaten workers' safety and health while on the job. They will also need to recommend and support company safety controls and safety programs that reduce accident/incident frequency and reduce other losses while embracing the safety philosophy and culture.

ESSENTIAL FUNCTIONS:

  • Evaluate hazards on location for safety, health, and environmental risks.
  • Strategically organize the day to complete administrative obligations and to have a presence during field operations.
  • Supports crew in all efforts to safely perform their jobs by ensuring we are approaching safety through engineering, administration, and using personal protective equipment as a last line of defense.
  • Develops health and safety procedures and programs for all departments and monitors safety compliance to reduce risks.
  • Maintains contingency plans, including fire prevention, procedures for controlling hazardous spills in accordance with government regulation, insurance company requirements, emergency action plans.
  • Supervises maintenance of material safety data sheets, which are always accessible according to regulations.
  • Develops inspection policies and establishes regular inspection schedules.
  • Monitor leading indicators through reporting system to build trends for proactive safety engagement.
  • To maintain EPA records of hazardous waste, air emission permitting, and water pollution discharge, as well as industrial health monitoring and records of employee hazard exposure according to OSHA regulations.
  • Monitors professional literature and attends seminars to stay current with governmental compliance requirements.
  • Effectively communicate and work with leadership on location and customer personnel.

POSITION REQUIREMENTS

  • Successfully passes background check, pre-employment drug screening, pre-employment aptitude and competency assessment(s).
  • Possesses a valid U.S. Drivers License.
  • In-person, predictable attendance.

EDUCATION/EXPERIENCE LEVEL

Associates Degree in Occupational Safety and Health, Environmental Science, or a related subject

Minimum three years of experience as an HSE Compliance Specialist within the Energy/Construction/Manufacturing industries

Root Cause Analysis Training (TapRoot, Five Whys, Fault Tree Analysis, etc.)

Accident Investigation Training

QUALIFICATIONS, SKILLS, COMPETENCIES, AND ABILITIES

Ability to attend, participate, and successfully complete the scheduled New Hire Safety training, including but not limited to H2S, Powered Industrial, and basic First Aid and CPR training.

Attends and successfully completes annual safety and operations recertification training.

Advanced verbal and written communication skills and interpersonal skills.

Ability to learn in a fast-paced environment, adapt to change and receptive to new instructions.

Excellent skills in written and oral communication

Basic computer skills with both word processing and database applications

Ability to drive and inspect both outdoor and indoor areas to observe compliance with established programs

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or control, and reaching with hands and arms. Vision abilities required by this job include close vision and adjusting focus. The noise level in the work environment is usually moderate to loud. Work environment includes exposure to hazardous materials, operating conditions, audio up to 85 dB, and inclement weather. Additionally, when driving, there are various weather conditions and navigations into different road types, spending long periods sitting, and potential exposure to contaminants or extreme temperatures, as well as the need for physical strength and coordination for loading/unloading. Given these conditions employees are required to wear company mandated and issued personal protective equipment (PPE) (fire retardant coveralls, safety hat, steel-toe boots, safety glasses, ear protection and impact gloves) and must strictly adhere to all safety policies. May be required to lift heavy objects; therefore, must be able to lift <50 lbs. independently and 50-100 lbs. with a team lift.

Work hours may include early morning, late evenings, and weekends, depending on job demands.
