Overview
INTRODUCTION
This position is on contract to U.S. Department of Agriculture located in the Emergency Programs Division, Office of Homeland Security (OHS), Departmental Management, USDA. OHS provides Departmental executive leadership for initiatives pertaining to physical security, emergency programs, personnel and document security, continuity of operations/continuity of government, homeland and security, and operations center support to USDA emergency response and program operations nationwide.
The Emergency Programs Division manages the Department’s Emergency Operations Center and provides international, national, and regional situational awareness across the Department including providing and maintaining current information systems technology and national security systems to support USDA crisis management capability and facilitate inter-agency crisis coordination. The primary purpose for the position is to serve as both the Program Manager and Assistant Senior Watch Officer in support of the mission to provide international and national situational awareness to keep the Secretary and senior management informed of threats or issues related to the Department mission.

Major duties and responsibilities for a Program Manager:
- Interface with the Federal Client, ensuring contractual, manpower, training, and quality assurance are met.
- Responsible for creating the USDA Operations Center schedule and ensuring shifts are filled.
- Inputting hours worked for all contractual staff and working with Excalibur Payroll to ensure accuracy.
- Collaborate with Senior Watch Officer (SWO) to ensure all contractors are properly trained when onboarding and remedial training occurs as warranted.
- Manages the manpower of full-time and part-time employees to ensure enough manning based on the needs of USDA.
- Conducts hiring of new employees and responsible for onboarding coordination between USDA and Excalibur Associations Inc personnel.
- Liaise with Contract Officer Representative (COR) to ensure contractual needs are met.
- Oversees quality assurance of all contractors ensuring they are producing products to clients set standard.
- Reports to Excalibur Corporate periodically, giving status updates on the contracts condition.
- Perform other duties as assigned.
Major duties and responsibilities for an Assistant Senior Watch Officer:
- Provide assistance to program officials managing crisis situations and to ensure availability of emergency operations resources.
- Reviews and evaluates incoming reports, information, and programs to ensure timely and effective response to incidents or to train and validate responses to a wide variety of scenarios.
- Reviews products that have been distributed to clientele, ensuring attention to detail and accuracy.
- Operates the USDA incident/emergency computer and communications network.
- Maintains current knowledge and oversight of emergency plans, procedures, and resources.
- Receives and processes emergency notifications and information about other events impacting or affecting USDA operations and programs within the context of the Departments Emergency Management System (EMS).
- Stands watch in support of the Operation Centers mission to provide senior USDA staff with international, national and regional situation awareness.
- Collects information from other government agency SITREPS and SPOTREPS during emergency situations in order to prepare reports that keep the Secretary informed of threats or issues related the Department mission.
- Maintains data pertaining to incidents, potential and actual emergency situations, and routine information and data which includes intelligence data, USDA operational data, and information from other U.S. Government agencies.
- Maintains systems for receipt, analysis, and dissemination of information and data pertaining to incidents, potential and actual emergency situations, and routine information and data which includes intelligence data, USDA operational data, and information from other U.S. Government agencies (i.e., State Department, National Security Council, Federal Emergency Management Agency, Nuclear Regulatory Commission, the National Response Center).
- Operates the Computer Emergency Notification System, Mass Notification messaging system, IPTC override system, and radiation monitoring systems.
- Perform other duties as assigned.
Knowledge Requirements
- Knowledge of incident response planning and preparedness operations, considerations, and functions in order to understand and report on factors and problems presented by incidents and threats.
- Knowledge of potential and immediate threats to agricultural resources and the applicable provisions of the National Response Framework in order to identify, analyze, report on, and combat threats to food safety and security.
- Broad understanding of USDA and federal emergency response capabilities in order to implement suitable emergency notification and alert measures.
- Theoretical and practical knowledge of EMS to comprehend, collate, and analyze EMS policies and procedures which play key role regarding emergency response responsibilities.
- Ability to communicate clearly with Federal employees to ensure the mission is being met.
- How to manage both full-time and part-time employees to ensure staffing requirements are being met.
- Basic understanding of payroll and how to manage/produce schedules.
Other Factors:
This is a national security position. The employee must possess and maintain a TOP SECRET/SCI clearance. Inability to meet this requirement is grounds for dismissal.
The position is considered critical-essential. As such, the employee may be required to return to the assigned duty station outside of normal duty hours to provide support to USDA policy makers, particularly during crisis periods.
The employee must be able to deploy to an emergency relocation facility during crises or relocate to other sites for an undetermined amount time in support of continuity requirements.
The employee is assigned to specific shifts; day, night and weekends. Shift assignments may be occasionally changed to provide for scheduled absences such as sick leave or annual leave.
Emergency operations experience is desirable.
