We are seeking a dynamic and results-driven Capture Manager to lead the pursuit of IT services opportunities within U.S. Government Civilian agencies, particularly those engaged in scientific missions enabled by IT. The successful candidate will play a critical role in developing, managing, and winning strategic opportunities, working collaboratively with business development, proposal, and technical teams. The role requires a strong understanding of government contracting processes, agency missions, and IT solutions.
Key Responsibilities
- Lead the capture process for assigned opportunities, from opportunity identification through proposal submission.
- Develop capture plans, win strategies, and competitive positioning tailored to agency missions and requirements.
- Manage all aspects of the capture lifecycle, including bid / no-bid decisions, teaming arrangements, and proposal development.
- Identify and engage with Government Civilian agencies focused on scientific missions (e.g., Department of Commerce, NASA, USGS, Space Force and other federal satellite and heavy data management agencies).
- Build and maintain relationships with key government decision-makers and industry stakeholders.
- Conduct market research to identify trends, opportunities, and competitive intelligence.
- Identify, engage, and negotiate with potential partners (large primes and small businesses) to build winning teams.
- Develop and manage relationships with subcontractors and partners to enhance proposal competitiveness.
- Collaborate with technical subject matter experts to align solutions with customer needs.
- Work closely with proposal managers, business development leads, and technical teams to ensure proposals meet customer expectations and highlight company strengths.
- Lead internal reviews and facilitate discussions with leadership to ensure alignment and resources.
- Ensure capture strategies and activities align with corporate objectives, compliance requirements, and customer regulations.
- Track and report capture progress, ensuring milestones and deadlines are met.
- Stay updated on IT trends, government contracting policies, and scientific mission requirements within civilian agencies.
- Leverage knowledge of IT services such as cloud solutions, data management, cybersecurity, and enterprise architecture to guide capture strategies.
