Primary Purpose

PRIMARY PURPOSE OF POSITION

The successful candidate will manage multiple agile teams in the delivery of digital projects and services (.COM & Mobile Development). The successful candidate will be responsible for maintaining positivity while influencing business and IT counterparts without authority in support of expanding our agile transformation capabilities.

Additionally, the candidate will plan and manage resources, finances, scope and services to deliver business results. Provide IT products, services and solutions on time, within budget and with the required functionality. Establish, maintain and enhance relationships with clients. Participate in developing and implementing strategy/policy. Manage large-scale projects of high complexity, size and change management risk.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

Primary Duties

PRIMARY DUTIES AND ACCOUNTABILITIES
  • Lead and manage IT staff and resources in accordance with IT Business Plan. For projects: Plan and manage scope, schedule, and budget for defined deliverables in accordance with IT project management standards. For operations/application maintenance: Plan and manage to defined service level agreements at agreed upon budgets. (25%)
  • Lead and manage IT projects and associated system integrators to deliver projects of medium to high complexity. (10%)
  • Operate utilizing standard processes as defined within the Management Model. Oversee process improvement efforts and ensure adoption of standard processes and procedures that deliver sustainable top quartile cost and performance levels. (15%)
  • Establish, maintain, and enhance relationships with business and IT partners. Communicate status to key stakeholders on a regular basis. (15%)
  • Maintain current business knowledge/acumen, including application of technology solutions to deliver business results. (10%)
  • Evaluate performance and provide coaching for IT personnel. Participate in career development and succession planning processes. Promote diversity and foster teamwork, collaboration, and a learning organization. Provide input on development and retention processes for IT employees. (10%)
  • Prepare and manage budget for area of responsibility. (5%)

Job Scope

JOB SCOPE
  • Total Staff Managed: 5 to 20
  • Utilize understanding of customer's business needs to determine requirements and help set direction.
  • Determine and helps others learn appropriate theories, practices and principles that relate to their skill set portfolio and related sciences and disciplines.
  • Make judicious decisions in familiar and new situations and contributes to strategic decisions.
  • Represent business client's perspective with IT team
  • Dimensions: Span of control (generally 10), level of budget control, technical/business complexity, risk, criticality of assignment to business
  • Budget Management specific to area of accountability.
  • Operate independently with little or no supervision.

Minimum Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Computer Science or related discipline and typically 7-10 years' experience in delivering digital products and services leveraging Agile methodology (inclusive of Program Increment Planning and SAFe 6.0 Framework) or equivalent combination of education and work experience.
  • Appropriate technical skills include working knowledge and/or experience with release train management, DevSecOps, and application/mobile development). PMP certification preferred for specific roles as per guidelines established by the IT Project Management Office.
  • Strong knowledge of business practices and processes in Long Range Planning, Monthly Financial Performance, Emergent Project Intake Demand, Project Governance and Authorization, Contract Negotiation, and Vendor Management.
  • Experience leading and managing IT projects or subteams and knowledge of IT project management.
  • Experience leading and managing technical personnel.
  • Strong judgment and excellent analytical ability.
  • Excellent communications skills and ability to work effectively with all levels of IT and business management and with vendors.
  • Experience managing budgets for functional area of responsibility.
  • In lieu of degree, 9-12 years of relevant experience.

Preferred Qualifications

PREFERRED QUALIFICATIONS
  • Experience in lifecycle IT delivery for web and mobile products in an agile environment.
  • CSM or related agile certification.
  • Scaled Agile Framework (SAFe 6.0) & PI Planning knowledge.
  • Ability to influence without authority.
  • 3-5 years of supervisory experience.
  • Graduate degree.
