The incumbent is the deputy to the Treasury and Budget Manager. The Assistant Treasury and Budget Manager provides day-to-day supervision of the operations of the Treasury counter and the tax foreclosure functions.  The incumbent provides advanced, independent finance-related technical support to the Treasury & Budget Division in the areas of treasury, budgeting, investing, accounting, auditing, tax collection, tax foreclosure, and special projects. The incumbent performs a variety of tasks such as audits of tax vendors, cash flow projections, budget development, and cash handling operations, and internal audits. The incumbent will complete specialized one-time projects, in addition to providing overall planning, coordination, and accountability for larger, more complex projects. The incumbent has responsibility to ensure the tasks and projects successfully meet the timelines, objectives, and expectations of the Borough.

                                                    Tax Foreclosure Specialist II1.    Provide day-to-day supervision to staff.  Responsible for the overall direction of division employees, including but not limited to hiring, training, discipline, and employee evaluations.
2.    Assist tax services, lending institutions, business entities, and general public with property tax, sales tax, excise tax, and other revenue inquiries.
3.    Conduct audits of selected vendors subject to various sales, excise, and other taxes of the Borough. Work with Legal on delinquencies.   Represent the Borough at meetings.
4.    Research, analyze, make recommendations and respond to inquiries on various government finance-related topics.
5.    Assist the Treasury/Budget and Administration divisions in the preparation of the Borough’s annual operating budget, and the budget balancing spreadsheet  
6.    Prepare and/or review and maintain financial cash flow forecasting for current and future year budget planning and investment planning. Prepare and/or review detailed investment workpapers and produce management reports for periodic distribution regarding investments and revenues. 
8.    Prepare year-end accounting tasks; including audit worksheets and financial statement schedules that relate to property tax, sales tax, excise tax, investments, and interest earnings. Prepare reports to outside commissions and agencies.
9.    Implement and provide assistance with changes to Borough policies and procedures for tax collection, cash handling, and related internal controls. 
10.   Ensure that Borough revenues are collected, recorded, and deposited in a controlled and timely manner.  Conduct internal audits of cash handling and fraud investigations throughout the Borough.
11.   Manage and review Assessing and Treasury Budget property tax related adjustment entries to the property tax system.  Manage and review reconciliation, balancing, and journal entry interface of the property tax database to the Borough’s general ledger monthly.
12.   Review detailed analytical spreadsheets for the annual tax roll process; verify that all figures tie and/or differences are identified yearly.  Review the mill levy calculations for all taxing jurisdictions.
13.   Stay current with changes in GAAP, GASB, GAGAS, contracts, statutory, regulatory, and grantor requirements related to relevant Borough financial responsibilities.
14.   Assist with troubleshooting and maintenance of the cash receipts and receivables modules of the financial management system and the tax collections and accounting systems. Test and coordinate system upgrades.
15.    Supervise and oversee the entire tax foreclosure process, staff, and field work Participate in fieldwork.
16.   Supervise and oversee the property tax billing, collection and accounting cycles, and all aspects of the Borough’s hotel-motel room tax, alcoholic beverage tax, tobacco excise tax, and marijuana/marijuana products tax.
17.   Manage projects, including planning, budgeting, resource allocation, procurement, implementation, training, Boroughwide communications and project debriefing.
18.   Direct and oversee the professional and technical development of supervised staff.
19.   Negotiate and manage contracts.
20.   Other duties, as assigned, may include acting for, or performing specific tasks of, management or professional/technical-level positions in the Treasury/Budget, Accounting, and Administration divisions.MINIMUM QUALIFICATIONS:
1.    Bachelor’s degree in Accounting or Finance from an accredited institution/program is required.   Post-degree accounting coursework that meets the criteria to sit for the CPA exam, or passing the CPA exam, may substitute for the Bachelor’s degree requirement. CPA, CFE, CGFM, CGIP or CPFO is preferred.
2.    Three (3) to Five (5) years of recent professional accounting and/or financial auditing experience in positions of progressive responsibility and authority, preferably in a governmental environment. Experience must include use of an integrated financial management system.   Computer experience with enterprise level financial system in a governmental or medium- to large-sized entity is preferred.
3.    Experience with property management, real estate, and knowledge of property appraisals and assessments preferred.
4.    Knowledge of investing (under local law) and investment accounting is preferred.
5.    Experience with fund accounting or appropriate coursework required. Experience with technical budget development required, preferable in a government setting.
6.    Demonstrated supervisory, planning, problem solving, and decision-making skills and the ability to plan, coordinate, and direct work of subordinate staff.
7.    Must have verifiable analytical experience and demonstrated ability to perform complex analyses using a sophisticated, integrated financial management system with knowledge and judgment of inter-relationships of data and other information.
8.    Must have recent verifiable personal computer experience using Microsoft Office products.  Proficiency with MS Word and, advanced proficiency with MS Excel required.
9.    Knowledge of GAAP, GASB, and GAGAS relating to auditing, accounting, budgeting, and grants and other compliance areas, is required. Must have an understanding of internal controls, including segregation of duties, needed to maintain the proper checks and balances and to ensure the integrity of the Borough’s financial functions.
8.    Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

1.    Ability to understand and interpret federal, state and local laws and regulations relevant to borough financial activities, tax collection, and the tax foreclosure process.
2.    Ability to use independent judgment in applying guidelines to varied situations and to maintain confidentiality.
3.    Must be able to establish and maintain effective working relationships with Borough staff, and to deal effectively and harmoniously with the general public, outside entities, professional colleagues, and other state and local governmental agencies.
4.    Ability to perform accurate and timely work in an organized and efficient manner with minimal direction, sometimes under stressful situations and short deadlines.
5.    Ability to comprehend and execute verbal and written instructions. Must be able to communicate clearly and concisely in a courteous, professional manner, both verbally and in writing.

WORK ENVIRONMENT:
General office where conditions are pleasant, good and clean.  Conditions where accidents/hazards are negligible; requires short periods of light lifting, pushing or pulling (1-26 lbs.). Some field work may be required for this position.
This position falls under the Borough’s Blood Bourne Pathogen (BBP) Exposure Control Program as it reasonably anticipated that infrequent exposure to blood or other bodily fluids may occur while performing some job duties.
