SUMMARY:
The Director of Facility Operations is responsible for supervision and direction of all facility and fleet operations, including property asset management, property maintenance, repair and renovation, property development and construction, and all safety and risk management functions related to facility and fleet operations. Responsible for insuring all maintenance, renovation, repairs and purchasing activities are completed according to agency standards and process. Responsible for development and maintenance of an asset management plan and implementation of asset management strategies for all agency properties and inventory owned and managed, or jointly owned and managed by Fairbanks Resource Agency (FRA), Fairbanks Rehabilitation Foundation (FRF), and US Department of Housing and Urban Development (HUD). Responsible for the planning, development, implementation and oversight of procedures which ensure that agency facilities and fleet are well maintained, secure, safe and reflect the agency’s high standards of quality in meeting the needs of programs and individuals using services. Responsible for developing recommendations and implementing plans for increasing operational efficiencies and quality of facilities and fleet and improve user satisfaction. Responsible for maintaining data and preparing required periodic reporting for FRA, FRF, HUD and other property and fleet acquisitions, as required. The Director of Facility Operations is responsible for providing the Executive Director, the Chief Financial Officer and the FRF and HUD boards of directors with operational data, summaries, analysis and recommendations for property and fleet operations and development as required and requested.
DUTIES AND RESPONSIBILITIES:
1. Direct oversight of the agency property asset management plan development and management activities, including equipment, maintenance, repairs and renovations of all agency properties and all related documentation.
2. Develop and distribute periodic asset management reports as requested to the Executive Director and FRA, FRF and HUD Boards of Directors.
3. Direct oversight of facility operations, to include managing maintenance work orders, prioritizing work to be performed, collecting data and completing documentation, maintaining deadlines and ensuring high quality of work performed.
4. Supervises and coordinates work orders with personnel, contractors and/or subcontractors as needed.
5. Supervises all facility and fleet personnel, including training, direction and performance evaluations.
6. Develops project specifications and bid solicitation packets and solicits bid proposals for repair, renovation and construction projects.
7. Develop and distribute periodic asset management reports to Executive Director and Boards of Directors.
8. Conducts regular property inspections.
9. Develops and monitors annual budget of all properties and fleet, recommending short and long-term goals with Executive Director, facility management and fleet operations.
10. Monitors and reports on financial operations, including rent collection, rent subsidy, expenditures and rent-up of vacancies.
11. Works with Executive Director, Board of Directors, and staff in evaluation, planning and development of new housing opportunities.
12. Has oversight for ensuring required fire drill and other safety drill procedures and reporting for agency property and residences.
13. Ensure facilities are in compliance with Alaska Assisted Living Home regulations and meet OSHA requirements.
14. Ensure compliance with federal and state requirements and regulations, and submits required documentation and reports.
15. Maintains all reporting documents, including activity reports, compliance logs and maintenance records, and other requirements in a timely and effective manner.
16. Maintains inventory, storage, cleaning supplies and tools.
17. Participates in agency public relations activities.
18. Attends training seminars, in-service sessions, and staff meetings.
19. Completes special projects as assigned by the Executive Director
20. Communicates in a positive and professional manner, utilizing effective communication with agency staff, individuals receiving support, contractors and sub-contractors, and vendors.
MINIMUM EDUCATION AND EXPERIENCE:
1. Bachelor’s Degree in Business Administration or related field, and/or five years experience in the field of housing or facility asset management.
2. Five years supervisory experience in oversight and maintenance operations of large facilities, including contracting for services and construction projects and personnel supervision.
3. Experience in maintaining compliance with federal and state facility regulations and DOT requirements for fleet management.
4. Must meet agency insurance criteria for operating agency and personal vehicles on agency business (21 y/o and licensed 3 years).

WORKING CONDITIONS:
