Job Announcement

This position serves as the central manager for all the paraprofessional clerks (Courtroom Clerks) to the Fairfax Circuit Court's 15 Judges. As such, this position leads all Courtroom Operations and the Jury Service Department for the trial court of Fairfax. Courtroom Operations administrative duties include: consultation with the Chief Judge regarding docket allocation, caseload reporting, jury utilization analysis and the execution of docket management. Personnel management duties include: overseeing highly specialized trial clerks and jury clerks, championing process and system development, and ensuring that court staff has all paraprofessional training and resources that they need.

Circuit Court
Directs and coordinates the activities of a major division of Circuit Court, with oversight responsibility for several sections performing specialized functions;
Formulates, monitors, and updates divisional policies and procedures;
Performs long- and short-term planning and analysis;
Serves as a resource to provide guidance on complex legal or court processes;
Ensures staff knowledge and program conformance with requirements of the Commonwealth of Virginia, the Virginia Code, and other applicable laws and regulations;
Liaises with the Virginia State and Fairfax County officials (VA Supreme Court, VA State Police, Commonwealth's Attorneys, County Attorneys), local jurisdictions' administrative offices, private law firms, the local Bar Associations, and the public;
Performs various personnel duties, i.e., employee selection, coaching, training, performance evaluation and disciplinary actions.

Supervises the processing of criminal warrants and various police reports;
Performs long-range planning and analysis;
Monitors compliance with and interprets Federal, State and County laws pertaining to the Freedom of Information, Privacy and Security Acts in releasing criminal history records/information;
Functions as a liaison with the Cooperative Computer Center, the Circuit and General
District Courts, the State Criminal Justice Services Commission and other law
enforcement agencies with respect to record keeping and information dissemination;
Reviews, analyzes and recommends changes to the Code of Virginia;
Ensures the quality of documents submitted and entered into the on-line computerized records system and ensures the efficiency of the system;


Required Knowledge Skills and Abilities

Considerable knowledge of the Code of Virginia, the Virginia Supreme Court's Clerk's Manual, laws and regulations related to the assigned business areas;
Knowledge of the principles of human resources management;
Ability to evaluate operations and procedures to ensure compliance with applicable laws and regulations;
Ability to formulate and implement operating policies and procedures;
Ability to prepare and present complex and comprehensive report, both orally and in writing;
Ability to brief superiors effectively, with a high degree of situational awareness;
Ability to direct and coordinate the varied and specialized activities of a large staff;
Ability to interpret and explain complex rules and regulations to staff and customers;
Ability to communicate courteously and effectively, both verbally and in writing;
Ability to motivate, develop, and direct staff;
Ability to plan, organize, assign, train and evaluate the work of subordinates;
Ability to develop and maintain effective working relationships with a variety of individuals, including the judges, general public, members of the legal and business community, and department staff.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the functional area; plus two years of progressively responsible experience providing administrative support, technical support, customer service, or working in a court or legal environment. At least one year must include supervisory experience.

NECESSARY REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in criminal justice, legal studies or related field.
  • Paralegal certificate is preferred.
  • Four or more years of Court and/or legal experience.
  • Two or more years of supervisory experience.
  • Knowledge of the Code of Virginia and regulations in relevant areas.
  • Ability to evaluate court operations and ensure compliance with applicable Rules of Court, Virginia laws or local procedures.
  • Ability to formulate, propose, and implement policies and procedures.
  • Ability to observe trial court workflows, and compare them to software system functionality, in order to recommend modifications, configurations and/or customizations.
  • Ability to prepare and present complex and comprehensive reports, both orally and in writing.
  • Ability to exercise tact, discretion, initiative, creativity, and independent judgment.


PHYSICAL REQUIREMENTS:

Duties are generally sedentary. Must be able to input and retrieve data from a computer. Must be able to push a cart and lift files, boxes and equipment and weighing up to 30 pounds. All duties performed with or without reasonable accommodations.
