This position works collaboratively with the Health Safety Net and Integration team, county agencies, and community partners to increase our residents' access to health care and related services. When you join our team, you will be a part of the Fairfax County Health Department (FCHD), a progressive public health leader serving 1.2 million residents from diverse ethnic, cultural, and economic backgrounds. Our team is seeking a detail-oriented, analytical, enthusiastic problem-solver, who is self-motivated and has great interpersonal skills. Under the general supervision of the Health Safety Net Director, provides staff support to the Fairfax County Health Care Advisory Board, which advises the Board of Supervisors on all public health matters. This work includes engaging with Board members, community members, and stakeholders; providing technical assistance; researching health facility performance; developing agendas; coordinating presentations; and completing administrative tasks (e.g., assuring transparent government processes, coordinating and summarizing meetings, etc.).

This position also launches the department's implementation of a web-based screening and referral platform for streamlined interagency coordination, enhanced data collection and efficient client-centered community referrals. This involves working closely with health department program and information technology staff and community partner organizations to map referral processes, develop efficient workflows, and evaluate outcomes. The Planner also performs data analysis, data management, research, and policy development related to the operations and services of the Health Safety Net team, including developing, recommending, and implementing plans and programs for improvement in the team's performance.

Note: The assigned functional areas of the position are complex program area planning, monitoring and evaluation, customer service, administration, financial functions and business operations.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:

  • Master's degree in public health, business administration, public health administration, or a related degree.
  • At least three years of progressively responsible work experience in a rapidly changing work environment and in collaborating with other teams and community members who may have conflicting priorities.
  • At least three years of experience working, in a leadership capacity, with internal and external stakeholders on longitudinal projects.
  • At least three years of experience with contract administration, including developing agreements, tracking compliance, monitoring outcomes, and building internal processes that adapt to change.
  • At least three years of experience providing staff support to a government appointed board, authority or commission.
  • Knowledge of Federally Qualified Health Centers (Community Health Centers), Free and Reduced Care Clinics, and health-related social services organizations, programs, and services in Fairfax County.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a Child Protective Services and a driving records check.

This position is classified as "essential personnel". The appointee is required to report to work during times of inclement weather or other emergencies.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. All duties performed with or without reasonable accommodations.
