Program Manager, Youth Safety and Resilience

An Overview

The City of Alexandria is recruiting for a Management Analyst II to serve as the Program Manager, Youth Safety and Resilience for the Department of Community and Human Services (DCHS). The incumbent will coordinate the Youth Ambassador Program as well as hire and supervise the Youth Ambassadors. They will be responsible for training youth to serve as an advocacy and advisory body for City Council and other leadership bodies that will increase youth safety and engagement in the community and decrease violence.

The Center for Children and Families (CCF) provides programs and services for Behavioral Health, Domestic Violence & Sexual Assault, Child Welfare & Child Protective Services, Early Childhood and Youth Development. CCF provides compassionate, collaborative and effective person and family-centered services based on best practices. Our teams support self-determination, safety, recovery and resiliency for Alexandria children and all residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.

What You Should Bring
We are seeking to hire an individual who has good knowledge of youth risk behaviors; Good knowledge of training methods and procedures; Good knowledge of principals of communications, public relations, and public information, and social media; Good knowledge of principals of youth development; Good knowledge of best practices in community education/outreach; Skill in providing services and programs to youth and families; Skill in team building; Ability to make presentations before groups; Ability to establish and maintain effective working relationships with wide range of community partners. Expert knowledge of local, State, and Federal laws and regulations dealing with accessibility and the civil rights of persons with disabilities; strong written and oral communication, negotiation, mediation, organizational, analytical, and problem solving skills; exceptional customer service and problem solving skills and the ability to manage multiple tasks; ability to research, analyze, and make sound policy and procedural decisions and recommendations; monitor and evaluate program and policy effectiveness and outcomes.

Examples of Duties
  • Oversee all aspects of the Youth Ambassador program including hosting regular meetings, working with students to plan agendas, and coordinating meeting logistics;
  • Coordinate and collaborate with partners to support implementation of youth recommendations that will increase resilience and decrease violence in the City of Alexandria;
  • Manage program budget;
  • Coordinate and oversee the development and implementation of the youth safety and resilience action plan;
  • Train youth in advocacy and support them in testifying before City leadership bodies;
  • Supervise and evaluate Youth Ambassadors;
  • Provide support to students related to the focus groups and community outreach and connecting them to resources and stakeholders as needed;
  • Participate in short and long-range planning to sustain and expand capacity of initiatives related to youth safety and resilience;
  • Support the planning and promotion of activities for the program;
  • Support the planning and implementation of outreach events or initiatives;
  • Support Children and Youth Community Plan initiatives related to this work, such as social connectedness, youth empowerment and safe spaces for youth;
  • Assist in the planning and hosting of annual Youth Leadership Conference;
  • Follows DCHS policies and procedures;
  • Perform other duties as assigned.

Minimum & Additional Requirements

Four-Year College Degree; Considerable experience in a position involving public administration, program planning and evaluation, and the forecasting of budget and other program/departmental needs; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Master's Degree; At least five years of local, State, or Federal government experience; At least five years of experience conducting research and analysis. At least two years of experience working directly with teens. At least two years of experience in the field of prevention of youth risk behaviors.

Notes

This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications; and driver’s license. The work hours will be determined upon offer of employment based on program needs.
