Operations in the Information Environment (OIE) Deputy Program Manager
Strategic Resilience Group, LLC (SRG) requires a qualified Deputy Program Manager (PM) to support the Program Manager in overseeing the company’s OIE support programs. The deputy program manager must hold an active security clearance and be eligible for a TS/SCI security clearance.
The Operations in the Information Environment (OIE) Deputy Program Manager (DPM) reports to the OIE PM, who is responsible for overall execution of SRG’s contracts related to information operations and intelligence functions on the contracts. The DPM provides support to the OIE PM who serves as the focal point between the Client/IDIQ Prime Contractor and SRG’s leadership regarding all operations, issues, and discrepancies. The DPM must be familiar with all the contractual requirements and be able to serve in the absence of the PM.
Responsibilities:
- The OIE Deputy PM (DPM) assists the PM in his responsibilities for overall execution of SRG’s contracts related to intelligence operations to include the OIE contracts. The OIE PM serves as the focal point between the Client/IDIQ Prime Contractor and SRG’s leadership regarding all operations, issues, and discrepancies.
- Manage, review, and track contractual, financial, and administrative functions for the various projects related to Operations in the Information Environment.
- In support of the OIE PM, the DPM ensures full compliance with the terms and conditions of OIE contracts and ensures that non-conforming contract services are promptly corrected.
- The Deputy OIE PM must be familiar with the Operations Information Environment to include all Information Related Capabilities (Information Operations, PSYOPs, MILDEC, OPSEC, Cyberspace, Special Technical Operations) and intelligence support to Information Operations within DoD.
- The DPM assists the PM in managing the day-to-day activities of the program to support personnel requirements, ensure personnel are prepared to perform their duties and we are compliant in all areas contract management, federal acquisition regulations and comprehensive security requirements.
- Profit and Loss Management: Support the PM to track and manage P&L for IDIQ task orders. Assist with management of revenue and expenses to maintain suitable margins.
- Invoicing: Make recommendations for improvements in all phases of contract execution to save resources while maintaining or improving the quality of delivery. This process also includes the prompt review and approval of A/P and A/R invoices as defined in contract requirements
- Travel and Expense Management: Manage travel arrangements for contract personnel and ensure that appropriate authorization is received. Ensure that all SRG employees are aware of their responsibilities for planning and executing travel, and for returning safely, in accordance with both SRG's and the client's travel requirements. Ensure that all visa, medical and security requirements are met. For personnel provided with billeting, work with our local service providers to ensure that all logistics requirements are met in terms of quality and quantity of lodging, meals, and transportation.
- Travel requests will be on time and accurate and must meet or exceed requirements articulated in relevant contracts or subcontracts
- Expense reports will be on time and accurate and must meet or exceed requirements articulated in relevant contracts or subcontracts
- Train employees and subcontractors in proper procedures and reasonable responsibilities for management of their travel.
- Oversee timely and accurate completion of trip reports as required
- Reporting: Manage reporting requirements for Manage reporting requirements for SRG and the Client, as required ensuring timely submission of accurate, contract-compliant reports. Collaborate with stakeholders to streamline data collection and improve reporting efficiency. Monitor compliance and promptly update management on any issues or delays.
- Management: Provide overall leadership and direction of OIE related contracts including regular reporting and task order management. The PM must be very familiar with all aspects of the contract or subcontract and maintain awareness of changes as they occur.
- Ensure personnel are prepared to work in terms of training, security requirements, and personal safety as required
- Meet contractual and FAR requirements
- Assist the PM with the performance review process management.
- Vendor Management: Oversee and coordinate vendor relationships to support IDIQ task orders. This includes timely assessment and approval of vendor deliverables and invoices. Collaborate with vendors (to include 1099 personnel) to ensure adherence to contract specifications and timely fulfillment of obligations.
- Proposal Efforts: The DPM will support the OIE PM with development competitive responses to requests for quotes for modification of current task orders. The OIE PM must possess the operational knowledge to effectively capture, organize, and provide input to develop effective strategies for winning task orders under SRGs existing contracts and to support growth of new contracts. The OIE PM will need to respond to initial requests for proposals of the client for current task orders.
- Recruitment and Retainment: Work with SRG staff, HR resources, recruitment platforms, and site leads to recruit and retain high-quality candidates. This will require the use of available HR Recruitment tools, such as ClearanceJobs.com and professional networks to maintain a list of viable candidates to fill positions as they become available.
Qualifications:
Required:
- Bachelor's degree in relevant field required; a master’s degree or higher in a relevant management field is preferred.
- Project Management Professional (PMP) Certified.
- Minimum of ten (10) years of experience managing all types of government IDIQ contracts (FFP, T&M, Cost Plus) in compliance with Federal Acquisition Regulations, to include experience with multimillion-dollar IDIQ/task order-based services contracts.
- Demonstrated leadership, strong interpersonal communication, writing, and oral presentation skills.
- Ability to identify, prioritize and manage multiple tasks in a high tempo environment
- Expert knowledge in all facets of overseas movement, lodging and security o personnel to include navigation of the various reporting and tracking systems, host nation work and pay policies and host nation security concerns and policies.
- Experience with Deltek, UNANET, Insperity or similar HR, time keeping and cost accounting systems and related software.
- Expert use and application of the MS Office Word, Excel and PowerPoint.
- Self-starter in a fast-paced environment.
- Exceptional interpersonal skills to include interaction with government contracting personnel, negotiation, personnel management and client relations.
- Demonstrable skills in written and oral communication, negotiation, and interpersonal skills.
- Strategic thinking and problem-solving abilities.
- Ability to work collaboratively in cross-functional teams.
- Familiarity with relevant tools and technologies (CRM systems, market research tools, etc.).
- Up to 20% travel.
- Must be a U.S. citizen.
- Must possess an active Secret clearance and be eligible for TS/SCI Security Clearance.
Working Conditions:
- The role is primarily remote, with occasional in-person meetings required for administrative and strategic planning purposes.
- Flexible working hours may be necessary to meet project deadlines or to coordinate with team members across different time zones.
