Strategic Resilience Group (SRG) seeks Category Management (CM) professionals to support the General Services Administration’s (GSA) Gov-wide Acquisition Services Division. Members of our team will assist with the development and execution of program strategies that support and advance the maturity and adoption of category management (CM) government-wide. SRG will employ a collaborative and iterative methodology for developing deliverables and problem-solving to support our customers’ goal of achieving a consistent and comprehensive government-wide CM strategy. CM is the organizing principle the federal government is using to drive smarter, more efficient buying practices, and enables the government to eliminate redundancies, increase efficiency, and deliver more value from the government’s acquisition programs.
Position Overview
We are seeking a Program Manager (PM) to oversee the execution of a government-wide Category Management (GWCM) initiative for the General Services Administration (GSA) and the Office of Management and Budget (OMB). The PM will lead cross-agency collaboration efforts, ensuring strategic alignment and operational excellence. The PM shall work collaboratively with GSA and OMB leadership to establish strategic priorities and guide the translation of those priorities to operational plans. The PM must balance an understanding of the agency perspective and operations of category management, as well as the government-wide strategic goals to advance category management across the executive branch.
Key Responsibilities
· Direct all contract activities, ensuring compliance with Performance Work Statement (PWS) requirements.
· Oversee task management, milestone tracking, risk mitigation, and stakeholder engagement.
· Develop and implement category management strategies across federal agencies.
· Manage coordination between GSA leadership, subcontractors, and government stakeholders.
· Ensure adherence to federal category management policies and data governance standards.
· Lead a team of approximately 20 staff personnel.
Minimum Qualifications
- BA/BS degree in Business, Accounting, Finance, Economics, Statistics, Acquisition, or Contracting.
- 10 years of experience in federal program management, strategic sourcing, or procurement supporting Federal strategic sourcing and/or Category Management efforts
- 3 years of experience leading government-wide, cross-agency category management programs.
- A minimum of 3 years of experience supporting category management implementations at civilian and defense agencies.
- Strong understanding of government-wide acquisition policies and category management principles.
- Experience with spend analysis, Best-in-Class (BIC) adoption, and SUM reporting.
- Demonstrated experience aiding GSA (or similar federal experience) in developing a category management-related policy rollout strategy within the past 3 years.
- Demonstrated experience analyzing & improving government-wide spend data within the past 3 years.
- Demonstrated experience supporting the development of government-wide category strategies.
- Demonstrated experience supporting agencies in the implementation of category management, including implementing opportunities to increase BIC and SUM within the past 3 years.
- PMP Certification preferred.

Pay: $162,000.00 - $196,000.00 per year

Salary : $162,000 - $196,000
