Neighborhood and Community Services (NCS) Human Resources (HR) is seeking an experienced and detail-oriented Payroll Supervisor (Administrative Assistant V) to manage and oversee NCS’s payroll operations. The ideal candidate is a seasoned leader with a proven track record of successfully managing complex payroll teams and driving operational excellence. This position ensures accurate and timely payroll processing, personnel actions processing, compliance with federal and state regulations, and maintain the highest standards of confidentiality and financial integrity. This role involves hands-on processing, compliance management, and strategic collaboration with HR, Finance, and IT teams.Key responsibilities in this role include: Supervises HR payroll contacts and manages all human resources support activities for the Department of Neighborhood and Community Services (NCS).Oversees payroll processing and provides ongoing training and support.Leads payroll-related projects, including system implementations and integrations.Maintains position count and ensures all position control forms and personnel action requests are properly completed, in a timely manner.Ensures compliance with all federal, state, and local payroll tax regulations. Interprets federal, state, and local laws, as well as county and departmental policies to staff.Ability to run complex reports and reconcile payroll accounts using SAP/HCM, PEAQ and other information technology tools.Develops and maintains complicated databases and spreadsheets to track personnel information.Investigates and resolves payroll discrepancies and employee inquiries.Partners with HR and Finance to maintain payroll data integrity and ensure seamless reporting.Stays updated on legislative changes impacting payroll and advise on necessary changes to policies.Conducts and leads payroll-related onboarding presentations for new hires, ensuring they understand payroll processes, benefits deductions, and compliance requirements.Works on special projects for NCS and countywide grants administered within NCS, as assigned.Note: The assigned functional areas of the position are general administrative support, payroll, and/or personnel/position processing.

SUPPLEMENTAL INFORMATION
MINIMUM QUALIFICATIONS: Any combination of education, experience and training equivalent to high school graduation and four years of experience providing administrative support in the assigned functional area(s). NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. Additional Work Schedule Requirements: For special assignments/deadlines, alternate/flex schedule or comp time may be an option.PREFERRED QUALIFICATIONS: Associate degree or higher.Significant experience with and advanced knowledge of HR practices (payroll, personnel assignment changes, recruiting, etc.).In-depth understanding of wage laws, including FLSA, FMLA, and other labor-related regulations.Supervisory experience; excellent skills and abilities working in a team environment.Experience conducting on-board presentations.Experience managing payroll-related projects, such as software implementations or process automation.Experience auditing payroll forms.Experience handling complex payroll issues, navigating challenges, motivating a team and achieving operational improvements through a leadership approach.Substantial experience working with an HR reporting and payroll system (i.e. SAP, FOCUS, Oracle).Experience gathering and analyzing data to generate reports.Experience with and ability to efficiently prioritize workload and adhere to deadlines.Ability to clearly communicate verbally and in writing.Experience handling confidential information and communications.Advanced Microsoft Excel skills, including complex formulas, pivot tables, and macros. Proven ability to adapt to rapid changes in a fast-paced environment.Experience using Microsoft Word, Outlook, and PowerPoint. Processing, spreadsheet, and presentation software to prepare documents, store, track, manipulate, and analyze information. PHYSICAL REQUIREMENTS: Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community.
