What are the responsibilities and job description for the Courtroom Supervisor position at Fairfax County?

Works within the Circuit Court Administration Branch as a motivated and tech-savvy professional serving as the Qualify Control/Assistant Manager in the Courtroom Administration Section. The Circuit Court utilizes state-of-the-art technology to ensure judicial efficiency by integrating modern technologies into traditional courtroom activities. The incumbent in this position should feel comfortable using computers and electronic systems, including Court Case Management systems, Scanning and Imaging software, Electronic Docket Scheduling systems, and e-filing systems. 

Overtime is frequently required with little or no advance notice due to the unpredictable length of courtroom trials. 

The position provides supervision to five or more courtroom clerks and serves as a backup courtroom clerk to assist with operational coverage; implements and maintains quality control work-flow processes to ensure accuracy and compliance with Circuit Court Procedures; monitors and provides on-going review for all documents created by the court clerk team to include orders, forms, jail cards, capiases, rules to show cause, and automated clerk notes. In the absence of the Courtroom Manager, assumes responsibility for the Courtroom Administration Division. Serves on various agency-wide committees relating to technology initiatives affecting the Courtroom Administration Division.(The illustrative duties listed in this specification are representative of the class but are not an all-inclusive list. Supervises daily operations of an assigned unit;
Assigns, monitors, and reviews the work of staff;
Ensures that staff adhere to Court's operating policies and procedures; 
Evaluates, recommends, and implements changes in unit workflow and procedures;
Monitors and performs quality control checks on documents created by staff to ensure accuracy and compliance of the Court procedures;
Actively participates in performance management activities for an assigned unit, which include evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies;
Performs various personnel duties, i.e., employee selection, coaching, training, performance evaluation, and disciplinary actions; 
Serves as backup to division manager in their absence.

Considerable knowledge of trial court business processes and appeal processes;
Considerable knowledge of the high-tech courtroom systems, equipment, and processes;
Knowledge of the functions of the assigned business areas and/or court procedures;
Knowledge of the Code of Virginia, the Virginia Supreme Court's Clerk's Manual, laws and regulations related to the assigned business areas;
Knowledge of principles and practices of supervisory techniques;
Knowledge of the principles of human resources management;
Ability to interpret and explain complex rules and regulations to staff and customers;
Ability to exercise tact and diplomacy in pressure situations;
Ability to ensure procedural compliance and quality control in courtroom proceedings;
Ability to ensure judicial efficiency by integrating modern technologies into traditional courtroom activities;
Ability to direct and coordinate activities of a moderate sized staff;
Ability to plan, organize, assign, train and evaluate the work of subordinates;
Ability to brief superiors effectively, with a high degree of situational awareness;
Ability to communicate courteously and effectively, both verbally and in writing;
Ability to motivate, develop, and direct staff;
Ability to develop and maintain effective working relationships with a variety of individuals, including the judges, general public, members of the legal and business community, and department staff.
 MINIMUM QUALIFICATIONS:

Associate degree; plus five years of experience providing administrative support, technical support, customer service, or working in a court or legal environment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree preferred.
  • Four or more years of Court and/or legal experience.
  • Public speaking experience.
  • Supervisory experience.
  • Ability to provide training to staff.
  • Experience implementing workflow processes and procedures.
  • Experience performing legal research and preparing legal documents.
  • Excellent oral and written communication skills.
  • Attention to detail.
  • Ability to multitask and work with limited direction to address identified objectives.
  • Excellent organizational skills.
  • Experience using Court Case Management systems, Scanning and Imaging software, Adobe Suite; and Microsoft Office Suite (especially Word and Outlook). 

PHYSICAL REQUIREMENTS:
  • Must be able to enter and retrieve data from a computer. 
  • Must be able to lift boxes and push a cart weighing up to 30 pounds. 
  • Position requires sitting in courtroom for extended periods of time.
  • All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview and may include a practical exercise.
