Key responsibilities include supervising a team of three Administrative Assistants (AA IVs), conducting payroll audits, processing personnel actions, and addressing payroll-related inquiries. Navigates the complexities of collective bargaining agreements (CBAs) to ensure accurate payroll processing. Additionally, maintaining positive labor relations by working closely with union representatives and human resources is essential. Your ability to build and nurture these relationships will be crucial to the success of our team.
This position requires a strong understanding of county payroll policies, labor laws, and regulations, along with exceptional communication skills to guide and resolve payroll issues for employees and supervisors. As the Payroll Supervisor, you will be the primary point of contact for any payroll-related queries or concerns, making your problem-solving abilities essential. Additionally, the Payroll Supervisor is responsible for overseeing military leave processes, managing payroll-related third-party billing, processing clothing allowances and stipends, leading team meetings, developing and presenting training materials, maintaining the payroll manual, and ensuring all payroll activities are completed accurately and on time.

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.
BRIDGE CLASS EMPLOYMENT STANDARDS:
PREFERRED QUALIFICATIONS:
- Excellent customer service.
- Experience with HCM.
- Basic knowledge of labor laws, regulations & Fairfax County payroll policies and procedures.
Ability to prioritize workload effectively and meet deadlines while handling a high volume of transactions. - Knowledge of the Fair Labor Standards Act (FLSA) and its implications for employee pay.
Exceptional communication abilities to effectively handle payroll inquiries and resolve complex issues. - In-depth understanding of payroll and HR policies, with the ability to interpret and apply collective bargaining agreements.
- Proficiency with Microsoft Office Outlook, PowerPoint, OneNote, Word, and Excel.
- Proven experience in reviewing and processing high volume of personnel actions (e.g., transfers, promotions, laterals, data changes) and pay/leave adjustment computations in compliance with payroll policies.
- Strong experience in performing audits and reviews of time and attendance reports ensuring accurate time coding.
- At least 2 years of payroll experience, preferably including supervisory roles and experience.
- Experience with working with Telestaff (UKG) is preferrable.
- Bachelor’s degree in Human Resources, Accounting, Finance, or a related field is preferred.

PHYSICAL REQUIREMENTS:
