Key Responsibilities
- Develop and secure approvals for business cases for new projects through stakeholder and market analysis, as well as cost/benefit assessments.
- Lead the implementation of medium to large-scale projects characterized by moderate to high complexity and risk.
- Manage the dependencies of IT projects that involve multiple divisions and external entities.
- Collaborate directly with senior executives, IT personnel, business programs, and external stakeholders to analyze project requirements and manage expectations.
- Establish and execute comprehensive communication plans for all project stakeholders.
- Work alongside the DHHS business and IT teams, as well as selected development teams, to ensure successful project implementation.
- Act as the scrum master for internal agile development initiatives.
- Oversee the leadership and direction of project teams and vendor-related activities, reporting to senior portfolio and executive management.
- Partner with development teams to manage project milestones and identify potential risks that may affect timelines, proactively seeking resolutions.
- Assist the Contract Administrator with vendor management, ensuring deliverables are reviewed and approved to validate invoices.
- Create and maintain all project management documentation in accordance with PMI's PMBOK, NC DHHS PM Methodology, and State project guidelines.
- Manage day-to-day project activities, ensuring quality deliverables and monitoring project risks, costs, and schedules.
- Enter and maintain information in the State project portfolio management tool and online project notebooks.
- Foster and maintain relationships with internal and external stakeholders to ensure project success.
- Assist in developing procurement documents and oversee administrative tasks during the bidding and contract approval processes.
- Proficiency in project management methodologies, including waterfall, agile, and hybrid approaches.
- Excellent verbal and written communication abilities.
- Strong leadership skills with experience in managing diverse teams and expectations.
- Expertise in developing project management artifacts and documentation.
- Strong analytical and organizational capabilities.
- Experience in vendor management and procurement processes.
- Extensive experience in IT project management, particularly in complex project environments.
