Key Responsibilities
- Collaborate with DCFW business leaders and subject matter experts to assess the requirements of the new IT system.
- Design and uphold a comprehensive project schedule and budget, while closely monitoring expenditures.
- Create and maintain all essential project management artifacts in alignment with State, DHHS, and PMBOK guidelines.
- Oversee project scope, resources, timelines, costs, quality, communication, and procurement efforts to achieve the objectives set forth by the State.
- Facilitate alternative analyses and develop necessary documentation, which may include Requests for Proposals (RFPs).
- Partner with vendors to ensure timely delivery of project milestones.
- Establish and maintain project governance frameworks, including formal presentations and stakeholder coordination.
- Serve as the primary IT project liaison for business clients, ensuring effective communication and collaboration.
- Develop change management, risk management, rollout, and training strategies in conjunction with business stakeholders.
- Ensure technical readiness throughout the implementation phase.
- Maintain all required documentation for State Chief Information Officer (CIO) projects.

- Familiarity with agile methodologies, including Scrum and Kanban, along with relevant software tools.

- Proficiency in developing and communicating project materials, including presentations and status reports.
- Capability to foster collaborative relationships with business and program partners.
- Strong analytical skills and the ability to identify and resolve systems or process issues effectively.
- Flexibility and adaptability to thrive in a dynamic, high-demand environment.
- A PMP Certification is preferred; a Scrum Master certification is an added advantage.
- Demonstrated experience managing or supervising legacy system upgrades or replacements is desirable.
- Prior collaboration with State and Local Governments is beneficial.
