The Director of Payroll and Workforce Data Processing is responsible for leading payroll administration and compliance for our organization, ensuring that we compensate all employees accurately and timely, and for overseeing workforce data elements and transactions, resulting in complete and accurate workforce data records and reporting. The position is responsible for developing, implementing, and monitoring service delivery initiatives, standards, and measures. The Director of Payroll and Workforce Data Processing must have the technical and leadership capabilities to manage these functions within in a complex healthcare organization that has employees in multiple states, with various pay and benefit models, and within many different collective bargaining units. This leader will bring together partners from Human Resources, Finance, Information Technology, Legal, and Operations, along with related vendor partners, to optimize policies, processes, controls, and systems related to these functions.
Responsibilities Job Description
- Possesses up to date knowledge of payroll compliance including pay practices, payroll tax, and workforce data.
- Effectively liaisons with internal and external partners to actively maintain organizational policies and procedures that ensure payroll compliance.
- Communicates impact of emerging payroll compliance changes within the organization and actively communicate emerging risks.
- Accountable for accurate and timely payroll administration including payroll tax compliance.
- Accountable for maintaining complete and accurate workforce data records and reporting.
- Oversees the systems, processes, and controls used to report employee data changes and transactions.
- Works in collaboration with Information Technology to set up and maintain time and attendance, workforce data, payroll, payroll tax, benefit deductions, and workforce data information systems and interfaces.
- Maintains appropriate auditing and monitoring programs to ensure processes and controls are working effectively.
- Identifies and leads process improvement projects using technology, automation, outsourcing, and policy change. Ensures efficient and timely execution of project tasks and realization of identified benefits.
- Develops strong functional partnerships across the organization to effect change.
- Uses data and data analytics to consistently monitor and report on key metrics, identify areas of opportunities, and enforce organizational policies, processes, and controls.
- Responsive to annual and periodic audits of pay and workforce data and compliance.
- Ensures that payroll and workforce data processing personnel are trained and educated on all applicable policies, processes, systems, and laws.
- Maintains training and communication that allows employees, people leaders, schedulers, human resources teams, and time and attendance approvers managers to understand applicable organizational pay, time, and attendance policies, procedures, and systems so that they are enabled to produce accurate and compliant pay and workforce data records.
- Responsible for overall departmental budgeting, including staff salaries and productivity management.
- Manages leadership within payroll and workforce data process to ensure quality service and positive employee and customer relationships. Manage work prioritization as well as on-going skill development.
Qualifications
Required Education:
- Bachelor’s degree in Business or related field
Required Experience:
- 10 years progressive experience in human resources or finance with an emphasis on payroll, with at least 5 years supervisory and/or leadership consultative experience
Required Certification:
- Certified Payroll Professional (CPP) completed within 9-months of hire
Preferred Education:
- Master’s degree in Accounting, Human Resources or related field
Preferred Experience:
- 8 years progressive leadership experience in human resources or finance with an emphasis on payroll
Preferred Certification:
- Certified Payroll Professional (CPP)
