The Human Resources Specialist plays a vital role in supporting HR operations, employee communications, compliance, and training initiatives at FCC. Reporting to the Director of Human Resources, this position ensures compliance with licensing and accreditation standards, manages employee communication platforms, and oversees training programs. Responsibilities include maintaining the online learning system, coordinating policy updates, assisting with recruitment, and supporting compliance reporting. Strong organizational, communication, and technical skills are essential, as this role involves working with HR systems, databases, and IT-related tasks, including telephone system management.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Supports a variety of HR tasks such as recruiting, including requisition control posting positions internally and externally, and works with leaders to source candidates. Participates in New Employee Orientation and New Employee Orientation Pt 2. Provides back up for the Senior HR Specialist.
- Administer and maintain the online learning system, training calendar, reporting processes and data collection. Assess and coordinate ad hoc internal and external training programs including assisting with Leadership Team meetings.
- Coordinates employee communication including developing and preparing feature stories along with routine messages; serves as the primary intranet specialist including setting up links, pages, forms, menus and updating the employee directory; utilizes the vendor when warranted.
- Oversee compliance and reporting activities such as HIPAA, information releases, etc. as well as agency-wide needs such as Civil Right Compliance Plan, Affirmative Action Plan and others as warranted. Coordinates accreditation process for the agency including related support activities such as PQI and episodic reports. Provide licensure support for program leadership to include tracking of license effective dates, awareness of requirements, researching requirements, monitoring correction plan resolution and follow up.
- Supports telephone system by adding and deleting users, resolving system problems and initiating stipends; works with the phone vendor and IT Consultant as needed; utilizes the HR Director to assist with hardware and system support.
- Administer quarterly PQI process for the agency to include developing an annual calendar, communicating deadlines and evolving the procedure as needed. Coordinates quarterly Senior Leadership Team meeting by preparing minutes and recording action plans.

ESSENTIAL KNOWLEDGE, SKILLS & ENVIRONMENT:
Education, Training & Work Experience: Bachelors degree or comparable experience in human resources, business, public administration or related fields; administration experience 2 to 3 years.
Specialized Knowledge & Skills: Familiarity with program licensure, accreditation process, state and federal compliance programs; strong computer application skills related to data organization and analysis
Equipment & Applications: General office equipment such as computer and desktop applications; printers/scanners/fax machines.
Work Environment & Physical Demands: General office environment with minimal lifting and travel
