Position Title : Program DirectorEmployment Status : Full Time / Salaried FLSA Status : ExemptPosition Overview : The Program Director is responsible for the overall management and administration of the homeless shelter’s programs and services. This includes overseeing case management staff, developing and implementing programming for residents, and coordinating housing transition resources. The Program Director will play a critical role in creating a supportive and empowering environment for individuals experiencing homelessness.Essential Duties and Responsibilities : Under the supervision of the Executive Director, the Shelter Program Director is responsible for overseeing the day-to-day operational needs of the Shelter, ensuring the completion of all program objectives, adherence to agency rules and regulations, and the safety and cleanliness of the Shelter at all times.Leadership & Management : Supervise, mentor, and support a team of case managers and program staff.Conduct regular team meetings, performance evaluations, and professional development opportunities to enhance staff skills and motivation.Collaborate with local agencies and community resources to enhance program effectiveness.Supervise through delegation to the Case Management team, ensuring timely responses to resident questions and concerns in accordance with requirements, rules, and regulations.Program Development & Implementation : Support development, implementation, and evaluation of programs that meet the needs of shelter residents, focusing on skill-building, wellness, and successful housing transitions.Manage the Shelter supply program through routine inventories, supply lists, and purchasing communications as appropriate.Establish measurable goals and objectives for programs and services to ensure alignment with organizational mission and community needs.Ensure the integration of trauma-informed care practices in all programming.Housing Transition Resources : Oversee the development and implementation of housing transition resources and assistance for residents.Build partnerships with landlords, housing agencies, and community organizations to secure housing options for residents.Ensure new residents receive and understand program requirements, rules, and regulations.Oversee the approval / denial process of residents and resident terminations as outlined in the Employee Handbook.Provide guidance and support to residents navigating the housing application and retention processes.Case Management Oversight : Ensure effective and client-centered case management services are delivered to all residents.Review case notes and assessments to ensure compliance with organizational standards and best practices.Collaborate with Case Managers to address issues within the shelter and surrounding community, ensuring they are handled professionally and timely.Review all written violations, incident reports, and staff log entries for accuracy and completeness.Monitor progress toward resident goals and facilitate problem-solving when obstacles arise.Financial Management & Compliance : Oversee Medicaid billing processes and ensure compliance with all billing guidelines and regulations.Review grant narratives, outcome metrics, and budgets to prevent programmatic drift.Manage program budgets and allocate resources effectively to maximize program impact.Prepare reports and data for funding agencies, stakeholders, and board meetings.Advocacy & Community Engagement : Serve as a representative for [Shelter Name] at community meetings and networking events.Promote awareness of homelessness issues and advocate for resources and policy changes that benefit individuals experiencing homelessness.Qualifications : Master’s degree in Social Work, Human Services, or related field.Minimum of 10 years of experience in program management, preferably in a homeless services or social services setting.Strong understanding of case management practices and housing resources.Proven experience in Medicaid billing and compliance is a plus.Exceptional leadership, communication, and interpersonal skills.Ability to work collaboratively with staff, residents, community partners, and stakeholders.Strong analytical and problem-solving skills, with attention to detail.Commitment to trauma-informed care and social justice principles.Candidates with Medicaid billing experience and a Licensed Independent Social Worker (LISW) licensure are strongly preferred.Family House is an Equal Opportunity Employer.
