Family Foundations Program Director

I. JOB SUMMARY

Family Service & Children’s Aid Society employs the position of Family Foundations Program Director to train, supervise, and monitor the employees responsible to successfully deliver ecosystemic structural family therapy as offered under the contract between the Agency and a particular funding source. This position is also expected to participate in overall Agency management and represent the Program and Agency in various community boards and organizations as appropriate.

This position reports directly to the CEO of Family Service & Children’s Aid Society with formal individual supervision being held on a monthly basis and informal supervision being available on an ongoing basis.

The work assignment for the individual in this position is the Family Service & Children’s Aid Society’s Carone Center on 29 Pearl Avenue in Oil City. Responsibilities of this position include monitoring the services provided to individuals by the Family Foundations Program through therapy and casework supervision, file review, administrative supervision, representation on and presentations to community groups, and record keeping tasks.

Since work hours are determined by the needs of the individuals of the Family Foundations Program. This position may require evening and weekend hours based on Agency and program needs.

II. ACCOUNTABILITIES REGARDING WORK PERFORMED

Inclusive of the following areas:

A. Supervisor/Employee Relationships

1. Directly responsible with assistance from executive staff for the management of the Family Foundations Program.

2. Direct the work of employees monitoring matters such as clinical efficacy, productivity expectations, training, and management issues to maximize quality and coordinate services delivered to the individuals.

3. Monitor and maintain the Electronic Health Record System (EHR) to ensure compliance with the FSCAS, Family Foundations and FBMHS state and county standards.

4. Monitor the active caseloads of all employees through formal supervision and informal ongoing supervision to be a resource, especially concerning problematic areas, and as a guide for direction of therapy.

5. Review case files of all employees under the direct supervision of this position in order to be better informed of the services being provided, to monitor quality of services, to make recommendations and give other feedback, and to generally give direction to employees.

6. Complete employee evaluations per Agency Policy and Procedure Manual to monitor job performance, provide support for professional growth, and to make future work-related goals.

7. Assist by making recommendations or suggestions to executive staff in the employment and release of employees for positions directly responsible to this position in order to best provide for service delivery within assigned programs.

8. Assist the executive staff in the handling of employee complaints, grievances, and disciplinary actions.

9. Assure that direct report employees have been provided with the appropriate training needs in order to meet the specific criteria outlined by funding sources and regulatory agencies.

10. As program need arises the program director will assist staff by serving as a member of a team providing direct clinical services to children, adolescents, and families enrolled in the intensive Family Based Mental Health Services Program to ensure the fidelity of the model and program is maintained.

B. Daily Programmatic Operations

1. Act as a liaison for the program with the particular funding body and with the various service providers in Venango County in order to maintain open lines of communication.

2. Receive, review, and assign referrals for individuals thought to be in need of services in order to determine eligibility for said services and to make either appropriate assignment to a family-based team or more appropriate referral to another service provider.

3. Should the need arise, develop and update accurate wait lists for individuals in need of services for long-range planning purposes.

C. Programmatic Policies & Procedures

1. Develop, implement, and monitor program policies and procedures to assure compliance with regulations set forth by the funding body and the regulatory agencies.

2. Administer all aspects of the Agency Policy and Procedure Manual to enhance personnel operations within the Agency. This includes reviewing and authorizing Webclock and other related personnel documents; addressing personnel issues related to program’s employees; and promoting employee attendance at conferences, workshops, and in services to enhance professional growth.

2. Record Keeping

A. Monitor individual files within the EHR system in order to assure a complete record of service activities, to be accountable for services delivered, and to ensure that the required forms and documents have been secured.

B. Collect, review, and report all required statistical data related to the services being provided to give an accurate, up to date profile of service activities.

C. Continue to develop reports and provide statistical program outcomes to illustrate the effectiveness of the Family Foundations Program.

D. Monitor billing, service encounters and DAPs on a weekly basis.

3. Research/Development

  • Assist in the annual request for proposal process to ensure continued program funding, inclusive of all aspects of program operations (e.g. narrative, budget, statistics, etc).
  • Analyze, maintain, and control the budgets and confer with Executive and Administrative staff to review budget activity in order to determine program changes that may be required.
  • Assist in strategic planning in regard to future programs.

B. Public Relations/Advertising

1. Be an active member on appropriate community collaborative boards and build relationships with all families, service providers, and training organizations.

2. Provide public education regarding the scope of services provided to better inform the community of issues and services relative to the programmatic system.

4. Other

A. Attend conferences, meetings, in-services, and training sessions in order to keep abreast of current information, regulations, and general knowledge to enhance professional growth.

B. May perform other duties deemed appropriate by executive staff to enhance the operation of a particular program or of the Agency as a whole.

III. HIPAA MINIMUM NECESSARY STANDARD

The minimum necessary standard, a key protection of the HIPAA Privacy Rule, is derived from confidentiality codes and practices in common use today. The minimum necessary standard requires the Agency to evaluate our practices and enhance safeguards as needed to limit unnecessary or inappropriate access to and disclosure of protected health information.

This position may only access the minimum information that is necessary to perform all job accountabilities included in this job description.

1. Permitted Accesses

A. Access to individual files for Family Foundations Program.

B. Access employee files for the Family Foundations Program.

2. Justification/Purpose

A. To carry out the operations of the Family Foundations Program including compiling individual files to ensure a complete record of service activities, and maintaining accurate individual files in order to comply with program standards.

B. To carryout supervisory duties of the employees of the Family Foundations Program.

IV. REQUIREMENTS:

1. Act 33, 73, 34 clearances.

2. Valid PA driver’s license and reliable transportation to use on the job when necessary and valid proof of insurance if personal vehicle is used for business purposes.

3. Ability and commitment to uphold and maintain confidentiality.

4. Availability and willingness to work evenings and weekends as required by program needs.

5. A willingness to attend out-of-town conferences, training workshops, and meetings as necessary.

6. Ability to undergo and successfully pass a pre-employment drug screening.

V. QUALIFICATIONS:

1. Ability to communicate in a clear, concise, and professional manner.

2. Ability to use educated clinical and intuitive judgment to advise, counsel, mentor, and manage people, with a focus on ensuring employees provide Ecosystemic Structural Family Therapy as modeled by The Philadelphia Child and Family Therapy Training Center.

3. Demonstrated ability in personnel, fiscal, and program management.

4. Ability and personality characteristics to work effectively with people from all social, economic, ethnic, and educational backgrounds and age groups.

5. The ability and commitment to collaborate with all interested and invested parties.

6. Ability to work effectively without direct supervision.

7. Strong commitment to implement and promote the philosophy, goals, objectives, and policies of the Program and the Agency.

8. Ability to communicate clearly in both oral and written form.

9. Ability to plan (long and short term), synthesize concepts, and use upper-level reasoning.

10. Ability to use a computer and software for budgeting, word processing, data management, and an electronic health record system.

11. Ability to organize workload around program priorities.

12. Ability to accept and exercise authority appropriately and make rational informed decisions.

13. Ability to work well under pressure.

14. Ability to respect and practice confidentiality.

VI. MINIMUM EXPERIENCE ANDTRAINING

In accordance with Department of Public Welfare 55 PA Code Ch. 5260 Family Based Mental Health Services for Children and Adolescents Proposed Rulemaking Section 5260.23

Staff Requirements

A. Staff members shall have clearances under 23 PA C.S. Chapter 63 (relating to the Child Protective Service Law) before providing service.

B. The Program Director shall have one of the following:

A. A graduate degree in psychiatry, psychology, social work, nursing, rehabilitation, education, or a graduate degree in the field of human services plus at least three years direct care experience with children or adolescents in the following Child and Adolescent Service System Program (CASSP) systems: Mental Health, Education, Special Education, Children and Youth, Drug and Alcohol, Juvenile Justice, Health Care, and Vocational Rehabilitation, including two years of supervisory experience in any program of the CASSP system.

B. Supervisory certification from the American Association on Marriage and Family Therapists.

C. A Bachelor’s degree with a major in a field of human services plus at least 3 years direct care experience with children and adolescents in a CASSP system program and may direct a Family-Based Mental Health Program of the Department approves and the service of a clinical consultant is obtained to provide clinical support at least 3 hours of service per team per week for a program with one team plus 1 hour per team per week for each additional team. The clinical consultant may not provide direct Family-Based Mental Health Services for the provider. The clinical consultant shall:

i. Be a psychiatrist or a person with a master’s degree in a field of human service plus 3 years of direct mental health service experience in working with children and families.

ii. Oversee treatment plans and other direct and indirect clinical support as assigned by the program director.

C. Three years of mandatory training in ecosystemic structural family therapy as provided by a State approved training agency.

Three years of direct care experience with children or adolescents in a CASSP system.

D. The program director shall have at least one documented supervisory meeting with each team and the whole group of clinicians at least once a week.
