FAMILY RECOVERY PROGRAM LEAD COUNSELOR

I. JOB SUMMARY

Family Service and Children’s Aid Society employs the full-time position of In-Home Drug & Alcohol Lead Counselor to provide intensive in-home drug and alcohol therapy, ecosystemic structural family therapy, motivational interviewing, and support services to assist consumers in attaining a more satisfactory social, economic, emotional, and/or physical adjustment to their current situation. Clinically, the counselor is needed to utilize his or her education, training, judgment, and discretion to direct the therapy as needed.

This In-Home Drug & Alcohol Lead Counselor position is located at Family Service & Children’s Aid Society’s Oil City, Carone Center Office located at 29 Pearl Ave., Oil City, PA. This position facilitates the provision of specialized In-Home Family-Based Drug & Alcohol Services.

The work schedule varies and will include evening and weekend hours based on consumer need. This position reports directly to the Drug and Alcohol Program Director. Formal supervision is provided by the Program Director and is held at a minimum of once per week and ongoing informal supervision is available as necessary. This position also indirectly reports to the Chief Executive Officer of Family Service & Children’s Aid Society. This full-time position provides services primarily in the home setting. Employees are expected to comply with all programs, Agency, county, and state requirements.

Duties associated with this position include, but are not limited to:

Assessment of consumer needs.

  • Research and referral for appropriate services.
  • Monitoring progress made toward completing mutually agreeable goals.
  • Provide ecosystemic structural family therapy to re-organize the family system.
  • Utilize motivational interviewing approach.
  • Casework services to include linking to services and systems available in the community and appropriate documentation of therapy and services provided.
  • Act as the lead counselor in a two-person team and is ultimately responsible for all aspects of successful team operations including, but not limited to: clinical interventions, record keeping, scheduling, and collaboration with other service providers; and
  • Must attend training sessions, conferences, and meetings relating to the provisions of ecosystemic structural family therapy treatment. This includes, but is not limited to, three years of mandatory training on ecosystemic structural family therapy for the first three years of employment (17 days per year), as provided by a State approved training agency.

Clinical counseling services will be provided to consumers and members of their families in an effort to aid them in achieving a more satisfactory adjustment to their specific problem or situation.

II. ACCOUNTABILITIES REGARDING WORK PERFORMED

1. Direct Services

A. Serves as a member of a drug and alcohol team providing direct treatment for 6 – 8 families.

B. Conducts drug and alcohol assessments and focuses on family strengths and needs to develop the most appropriate treatment plan.

C. Provides individual, marital, and family therapy, primarily in the home setting, using a variety of treatment modalities including ecosystemic structural family therapy and motivational interviewing to analyze, interpret, or make deductions from varying facts or circumstances presented.

1. Treatment stages utilized within the Ecosystemic Structural Family Therapy include:

· Constructing the therapeutic system.

· Establishing a meaningful therapeutic focus.

· Creating key growth-promoting interpersonal experiences; and

· Solidifying changes and termination

This is achieved by utilizing the following four (4) pillars within each of the above stages:

· Promoting executive functioning.

· Establishing co-caregiver alliance.

· Strengthening relationships (attachments); and

· Self-regulation (better handling of conflict and crisis).

2. The three essential elements of Motivational Interviewing (MI) include:

· MI is a particular kind of conversation about change (counseling, therapy, consultation, method of communication);

· MI is collaborative (person-centered, partnership, honors autonomy, not expert recipient); and

· MI is evocative (seeks to call forth the person’s own motivation and commitment).

D. Coordinates with Children, Youth and Family Services, local agencies, schools, and court systems to ensure the most appropriate treatment plan on a case-by-case basis.

E. Develops a cooperative effective working relationship with their team members and other staff.

F. Complies with all programs, Agency, county, and state regulations.

G. Develops and maintains specialized service areas at the request of the Program Director to strengthen the overall counseling program.

2. Record Keeping

A. Completes treatment plans, encounter forms, progress notes, various assessments, and treatment documentation activities per program criteria and standards for accountability for direct services.

B. Completes billing unit reporting when due and stays current with required licensing documentation.

C. Maintains accurate statistical and service information to have an up-to-date profile of services rendered and to be in compliance with contract specifications.

D. Recommends discharge, using discretion and judgment, and follow-up plans.

3. Other

A. Attends training sessions, conferences, and meetings as identified in individualized training plan in order to keep abreast of current information, regulations, and general knowledge to enhance professional growth, including three years of mandatory training on ecosystemic structural family therapy for the first three years of employment (17 days per year), as provided by a State approved training agency.

B. Attend motivational interviewing training as provided by the Agency.

C. Attends 25 hours of mandatory drug and alcohol training each fiscal year to specifically achieve counselor competency of chemical dependency issues as directed by the Drug and Alcohol Program Director and as required by regulatory agencies.

D. Participates in all required supervision sessions, planning meetings, and treatment team meetings. Is expected to be actively involved in collaborating to determine appropriate therapeutic options for individual consumer needs.

E. Develops and implements liaison among local agencies to promote the development of support and relief services for Drug and Alcohol consumers.

F. Seeks out information and skills as needed to offer consumers the highest quality of service.

G. May perform other duties deemed appropriate by supervisory and/or executive staff to enhance the operation of a particular program or of the Agency as a whole.

III. HIPAA MINIMUM NECESSARY STANDARD

The minimum necessary standard, a key protection of the HIPAA Privacy Rule, is derived from confidentiality codes and practices in common use today. The minimum necessary standard requires the Agency to evaluate our practices and enhance safeguards as needed to limit unnecessary or inappropriate access to and disclosure of protected health information.

This position may only access the minimum information that is necessary to perform all job accountabilities included in this job description.

  • Permitted Accesses

A. Access to consumer files for the In-Home Drug and Alcohol Program.

2. Justification/Purpose

A. To carryout the treatment, payment, and operations of the In-Home Drug and Alcohol Program including, compiling consumer files to ensure a complete record of service activities, and maintaining accurate consumer files in order to comply with program standards.

IV. REQUIREMENTS

1. Valid PA driver’s license to use on the job when necessary and proof of own vehicle insurance (with required limits) if personal vehicle is used consistently for business purposes.

2. Act 33, 34, and 73 clearances.

3. Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.

4. Must Successfully complete pre-employment drug screening.

4. Ability to work well within stated time frames or deadlines and adapt to change in the work environment.

5. Ability and personality characteristics to work effectively with people from all social, economic, ethnic, and educational backgrounds and age groups.

6. Ability to work effectively without direct supervision demonstrating accuracy and thoroughness and monitoring own work to ensure quality.

7. Strong commitment to implement and promote the philosophy, goals, objectives, and policies of the Agency.

8. Ability to communicate clearly in both oral and written form.

9. Ability to organize workload around program priorities, use time efficiently, and develop realistic action plans.

10. Ability to accept and exercise discretion, judgment, and authority appropriately and make rational informed decisions.

11. Ability to work well under pressure.

12. Ability to respect and practice confidentiality.

13. Knowledge of principles and practices involved in the development and implementation of alcohol and other drug treatments.

14. Knowledge of:

(a) Drug and alcohol abuse subculture.

(b) Physical and emotional characteristics of drug and alcohol dependency.

(c) Addiction.

(d) Group dynamics.

(e) Understanding of drug and alcohol addiction and family dynamics.

(f) Ecosystemic structural family therapy.

(g) Motivational Interviewing.

14. Skills to:

(a) Develop, plan, and organize in-home drug and alcohol programs, based on the needs of the consumer receiving services, using a variety of treatment modalities to analyze, interpret, or make deductions from varying facts or circumstances presented.

(b) Facilitate in-home drug and alcohol counseling/therapy based on the needs of the consumer receiving services, using a variety of treatment modalities to analyze, interpret, or make deductions from varying facts or circumstances presented.

VI. MINIMUM EXPERIENCE AND TRAINING

1. Education / Training / Work Experience Requirement (as identified by the PA Department of Health):

· Master’s degree (or higher) preferred from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in the human services) or other related field which includes a practicum in a health or human service agency, preferably in a drug and alcohol setting.

· 5 years of clinical experience preferred in a health or human service agency, preferably in a drug and alcohol setting which included direct service and program planning plus certification by the Department of Public Welfare’s Office of Mental Health and Substance Abuse Services (OMHSAS) as a mental health family-based worker.

Certification Requirement:

· Become a Certified Alcohol & Drug Counselor (CADC) within the required five-year time frame by the PA Certification Board.
