Family Services of S. WI & N. IL Inc.’s mission is to restore and enhance lives in our community through advocacy, education, counseling and case management. The agency offers a variety of programming that all focus on a holistic approach to addressing trauma as the root cause of many social concerns. Services are provided throughout the continuum of intervention including prevention, crisis intervention, and ongoing support to individuals and families.

This position falls within the agency’s Next Steps Family Resilience Center. This center houses a collection of services aimed at providing foundational support to families to immediately increase the family’s self-sufficiency while targeting relational and developmental skills that will build the future resilience of each family member and the family as a unit to target the root causes of multi-generational poverty.

General Summary

The Program Director of the Next Steps Family Resilience Center is primarily responsible for the development of and oversight of the delivery of the transitional living program for families with minor children and associated supportive services.

Compensation

  • Salary; $63,130 Annually

Essential Tasks and Responsibilities

  • Supervise and enhance residential and supportive services responsive to and consistent with client and community needs, program and agency missions, and fiscal constraints. This includes but is not limited to
  • maintaining a current understanding of status, barriers, and service needs of under-resourced families in the community
  • maintaining an awareness of innovative programming
  • maintaining an awareness of best practices
  • maintaining and enhancing program evaluation strategies and continuous quality improvements;
  • Oversee the implementation of quality services. This includes but is not limited to:
  • Provide reflective supervision for direct service providers regularly
  • Client treatment plans, case documentation, client progress, and service goals and client rights and interests;
  • program policies and procedures;
  • facilities issues
  • staff training
  • ensuring residential program is in compliance and respecting housing rights of residents as a housing provider
  • Provide oversight of case record-keeping and quality practices/processes written from a permanence viewpoint
  • Monitor staff documentation for completeness and timeliness
  • Initiate, develop and maintain relationships with stakeholders with the jurisdiction to ensure positive working relations and maximize collaboration and service delivery.
  • Demonstrate sensitivity and competency in relating to individuals and groups of diverse cultural perspectives
  • Program budget
  • Develop and monitor program budget
  • Seek additional funding opportunities
  • Develop programming consistent with budgetary issues
  • Represent and advocate for economic justice and advancement for resource-limited families in the community.
  • Oversee client services, particularly regarding progress on service plans and determination of appropriateness of program for clients; provide client services as necessary and/or appropriate.
  • Maintain positive public conduct and record consistent with Family Services’ image in the community.
  • Implement continuous quality improvement plans and processes including quality assurance reviews and data collection, analysis of reports to ensure compliance with agency continuous quality improvement (CQI) standards, contracts, and state laws.
  • Monitor progress towards program goals and identify ways to continuously improve agency performance towards goals.
  • Participate fully in Family Services meetings, trainings, outreach, quality improvement, special projects, teams, and duties as assigned or invited to enhance teamwork, positive spirit in the workplace and quality results in pursuit of the agency’s mission.
  • Ability to understand, critically assess, and follow Family Services policies and procedures.
  • Position also may include various duties as assigned that are consistent with the mission of the agency and/or program.

Individual and Professional Qualifications

  • Experience:
  • Familiarity with challenges under-resourced families in Rock County experience
  • Familiarity with evidence-based practices to build resilience in families and addressing multi-generational poverty
  • Ability to solve problems effectively, appropriately and in a time sensitive manner; effectively address conflict; and maintain a structured, supportive, trauma-informed, ethical, and effective program environment.
  • Superior judgement, including assessment issues, case plan development, and review of services
  • Ability to articulate and promote client empowerment to staff and to community
  • Ability to appropriately manage a variety of different funding sources including grant funds, contributions, fundraising, etc.
  • Extensive experience supervising a team providing services to communities disproportionately impacted by systems required.
  • Demonstrated experience with outreach and community relations
  • Strong community organizing skills and ability to build inter-agency and intra-agency partnerships
  • Ability to communicate clearly and effectively both verbally and in writing with diverse individuals and groups
  • Strong organizational, planning, and coordination skills
  • Ability to mediate, manage conflict and perform successful negotiations
  • Ability to work collaboratively with agency staff and other key stakeholders
  • Ability to work well independently
  • Demonstrated knowledge and ability to work effectively with families
  • Sensitivity and competency in relating to individuals and groups of diverse cultural backgrounds
  • Commitment to ethical conduct
  • Trained in and able to provide reflective supervision to both groups and individuals
  • Ability to manage multiple priorities, coordinate high level tasks, and manage projects to completion.
  • Education: A master’s degree in social work or a related field preferred
  • Physical Ability: Position will be completed primarily in an office setting and throughout the community. Will require stationary work as well as ability to traverse for independent travel to community-based work. May require lifting of small packages or items required to maintain the position’s working environment.
  • Language Proficiency: Proficiency in English required
  • Equipment Experience/ Proficiency: High level of computer competency in Windows environment required and familiarity with Microsoft Office programs, database use, etc.
  • Other: A Valid driver’s license, auto insurance, reliable transportation, ability to drive, and ability to provide transportation to families served required.

Required Schedule and Work Location

  • As a salaried full-time position, this position will require 37.5 hours per week. The weekly schedule will be flexible to accommodate the needs of advocates supervised, collaborative efforts with other stakeholders, and the personal needs of the employee. Consideration in the flexibility will need to be given to supervisory responsibilities, agency events/ meetings, and collaborative events.
  • This position will maintain an office at 825 Liberty Ave., Beloit, WI but may have a portion of the work completed in the community to collaborate with key stakeholders. This position will have a minimal ability to work from home, especially during the initial training and implementation of the program.

Measures of Performance

Measures of performance for this position will include outcomes of families served through the Next Steps Family Resilience Center, success of the advocates related to supervisory responsibilities, and adherence to Family Services policies and procedures.

Job Stress

This position can expect to encounter the stress of supervising direct services to families that have been disproportionately impacted and/or oppressed by various systems. This position will also encounter the stress of working independently and as leadership within a team, including appropriately managing the position’s schedule with the scheduling needs of families served, reporting requirements, and other deadlines. Stress related to oversight of facility upkeep and maintenance can also be anticipated.

Reporting Relationship

This position supervises the Case Manager and Youth Development Specialist.

This position is directly responsible to the President & CEO

Funding Information

This position is through contributions received to support the initial operations of the Next Steps Family Resilience Center; these contributions should sustain the personnel through December 2025. This position will be responsible for seeking for, applying, and managing other sources of revenue to sustain this position and the positions of those supervised.
