Job Summary
The Chief Information Officer is responsible for managing the Bank's technology resources and support facilities, including the Bank's mainframe computer system, local, wide, wireless, Internet, and Intranet networks, telephone and Voice over IP (VoIP) systems, and all related software programs. Ensures the Bank's information technology activities are secure and stable, used to help maximize profits commensurate with the best interest of shareholders, customers, employees, and the public. Major Bank functions reporting direct or indirect to the position of Chief Information Officer include information technology, item processing, , service desk, special projects, and other departments or functions as designated. Develops and implements information technology architecture strategies to accommodate current and future organizational needs. The position of Chief Information Officer assists in attaining established Bank operational and financial goals.
Essential Duties
- Collaborates with the Chief Technology Officer to provide vision and leadership for developing and implementing information technology initiatives.
- Manage IT budget effectively and manage IT project ROI to agreed-upon rate of return.
- Provides leadership to ITS department heads in a manner that supports the Bank’s culture, mission and values.
- Directs the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness, service quality, and business development.
- Responsible for all aspects of the organization’s information technology, security, and systems.
- Plans, organizes, and controls the Bank’s day-to-day information technology resource activities; collaborates with the Executive Committee in the overall administration of these directives for the Bank.
- Aligns IT objectives and programs to Bank’s objectives and strategies
- Defines metrics based on overall business objectives and the ability to demonstrate strategic planning objectives.
- Performs supervisory duties of department staff and coordinates staff for coverage in all related areas of the department.
- Defines and adjust IT standards and technologies.
- Ensure that a data backup and disaster recovery procedures are in place in case of emergencies.
- Must maintain strong vendor relationships and perform research to stay current on industry tools and trends.
- Interact closely with internal and external management including department heads and their teams with all aspects of IT management and controls.
- Attract and develop an IT team which embodies the Bank’s employer brand.
- Leverage the elements of the Bank’s culture to sustain and support change management within the Bank.
Complies with all State and Federal Banking regulatory requirements, including but not limited to: BSA, Anti-Money Laundering OFAC, CIP, Financial Elder Abuse Reporting, Sexual Harassment, Information Security and privacy requirements. Acts as the control point for the office to ensure that all CIP, BSA, OFAC requirements, procedures and time frames are met.
Required Knowledge
- Ability to foresee web-based services that meet consumer needs or solve business issues.
- Be familiar with more than one software methodology
- Be well-versed in handling CSS, XHTML, one or more JavaScript frameworks and AJAX.
- Have a deep understanding and knowledge about web standards and should know Windows, IBM iSeries, and UNIX system administration and Web Server Configuration.
- Be familiar with Internet protocols and RFC Standards, Revision Control Systems and Database Management Systems, Internet marketing and search engine optimization.
- Respect consumer privacy and ensure industry compliance requirements.
- Have exposure to business theories, business process development, governance processes, management, budgeting and administrative operations.

Education and Experience
- Bachelor’s degree or higher in Computer Science or equivalent. MBA preferred
- 10 years’ work experience handling management and IT responsibilities
- Bank management and leadership training preferred.
