Position: Victim Assistance Program Specialist, GS-0101-13

Division: Victim Services Division

Unit: Victim Program Management Unit

Location: Washington, DC

Working Hours: 8:00AM - 4:30PM

Salary: GS-13 $112,015.00-$145,617.00

Full Performance level: GS-14

Number of Positions Available: 1

Duration: Full Time/Permanent

This position will be eligible for up to one day of Telework per week

Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

Key Requirements

  • Must be a U.S. citizen
  • Must be able to obtain a Top Secret clearance
  • ALL applicants must verify completion of the basic education requirement by submitting a copy of college transcripts by the closing date of the vacancy announcement.
  • The FBI will consider a 25% recruitment incentive, if eligible, on a case-by-case basis. This incentive will require a signed service agreement to remain in the location and position for one year.
  • Must be available after-hours, on-call, and on weekends.

Major Duties

  • Provides expert advice and consultation to Victim Specialist personnel and other employees on issues related to internal policies on victim assistance.
  • Identifies Victim Assistance Program needs through ongoing qualitative analysis of Victim Specialist work.
  • Maintains regular contact with Victim Specialists, Field Office Supervisors, external partners, and Victim Services Division management.
  • Reviews and approves emergency aid requests, according to Emergency Victim Assistance Fund guidelines; provides guidance with emergency travel, lodging, replacement of critical personal items, and other crisis intervention services.
  • Conducts training for FBI personnel to include new Special Agents, Victim Specialists, and external stakeholders.
  • Participates in federal working groups that address the development of policies and practices that will enhance the treatment of victims in the federal criminal justice system.
  • Develop, direct, and conduct a variety of analytical studies to improve the effectiveness and efficiency of program operations.
  • Manage more than one region during vacancies or when other circumstances arise.

Positive Education Requirement

BASIC REQUIREMENTS: ALL APPLICANTS MUST MEET THE BASIC REQUIREMENTS BELOW:

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE):

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

  • Providing information on and assistance with access to FBI victim assistance resources, with primary focus on provision, of services to child victims, victims of violent crime, victims with special needs, and those who are especially vulnerable and/or traumatized.

  • Providing crisis intervention, including technical assistance regarding the de-escalation of situations; establishment of physical and emotional safety; provision of basic and emergency needs; and-reinforcement of the victim's ability to make choices regarding possible courses of action.

  • Developing, directing, and conducting analytical studies to improve the effectiveness and efficiency of program operations.
