Qualifications
Minimum Background Investigation (MBI) required.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-13: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience counseling, interviewing, and researching to resolve charges under the purview of the EEO discrimination complaints process and experience conducting EEO training for individuals and groups across an organization.
CG-14: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience counseling, interviewing, and researching to resolve charges under the purview of the EEO discrimination complaints process and experience developing EEO training for individuals and groups across an organization.
Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.
Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 85 “well qualified” for this position. For more information, Click Here .

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.65% to a high of 51.75%. Salary reflects a pay cap for this position of $252,500
Selectee(s) for this position will be required to report to their duty station office two days per week.

Duties
At the full performance level, major duties include:
- Provides guidance to division management and employees regarding the interpretation and implementation of corporate training policies and procedures. Conduct surveys, focus groups, and interviews to further understand the challenges employees are grappling with in the EEO Program and Processes, in order to launch learning and development programs that prepare for factors having an outsize impact on diverse populations.
- Develop strategies to improve accessibility to EEO knowledge and information. Creates, develops and delivers information such as EEO training curriculum, participant guides, handouts, job aids, and evaluation and measurement tools to educate individuals participating in the EEO process of their rights and responsibilities.
- Performs research and evaluates data and trends related to consultation, development of EEO training, policies and procedures; regularly reviews and forms observations from data to make recommendations for refinement and influence policy, practice and drive improvements for OEEO goal alignment, ensures reports in conformance with legislated requirements or organizational needs.
- Makes recommendations to OEEO management concerning training policies that may present a potential violation of EEO or Federal personnel laws, rules or regulations. Prepares and submits justification to OEEO management in support of recommendations for resolution of complaints involving issues that may have broad impact on FDIC policies, practices and/or that establish precedent.
- Serves as an EEO counselor by providing EEO counseling to employees, former employees, or applicants for employment who believe they have been discriminated against based on race, color, national origin, sex, religion, age, physical or mental disability, genetic information, sexual orientation, gender identity or expression, or status as a parent. Informs employees, former employees, or applicants for employment of all FDIC and federal options and resources available to them to resolve their issues.
