Housing Financial Analyst I
General Summary :
Reviewsand analyzes applications, reservations, and disbursements for variousprograms. Analyzes the performance of all projects to ensure compliance withtheir approved Affordable Housing Program (AHP) application, FHLB policies andFederal Housing Finance Agency regulations. Thinks independently to presentdata, conclusions, and recommendations taking into account regulations,policies, and guidelines. Collaborates with other FHLB staff, Members andProject Sponsors, and works with a significant amount of autonomy to meetexpected deadlines with minimum supervision.
Principal Duties andResponsibilities :
- Responsible for providing programmatic assistance to Members, Sponsors, housing developers, and project owners regarding the use of various FHLB Housing and Community Investment (HCI) programs.
- Performs comprehensive underwriting and analysis of applications, reservations, and disbursements for program eligibility, financial feasibility, and scoring assessment. Demonstrates the ability to evaluate data quickly, make decisions based on imperfect data, and works closely with stakeholders to resolve discrepancies in order to move requests forward.
- Collaborates with Members, Sponsors, and project Owners to resolve compliance and / or financial issues through the development and implementation of action plans.
- Provides training, presentations, webinars, and technical assistance to Members, Sponsors, non-profit housing providers, for-profit developers, consultants, and other customers utilizing the AHP program and other HCI programs as a part of ongoing HCI outreach efforts.
- Assists with testing of the AHP online application and related forms for accuracy and consistency with the AHP Implementation Plan.
- Collaborates with Credit as necessary to effectively evaluate a funding / disbursement request.
- Maintains and updates HCI program documentation and procedures on an annual basis and provides recommendations for changes to the AHP Implementation Plan scoring components and policies.
- May assist with the administration of one or more HCI programs.
- Contributes to the efficiency of department by completing all duties in a timely manner and performing other duties as assigned.
