SUMMARY OF POSITION
The Manager, Investor Relations position at the Office of Finance (“OF”) is responsible for directing and executing marketing and communications plans to investors of Federal Home Loan Banks (“FHLBanks”) Consolidated Obligations (“COs”) to build and maintain a robust and diverse investor base. The incumbent will collaborate with the OF Capital Markets team, the FHLBanks, CO dealers, investors and other market participants through meetings, industry conferences and panels to identify opportunities for investor growth and understand overall market trends. This role will provide support to maintain the effective day-to-day operation of the investor relations function, including, but not limited to, responding to relevant inquiries, development and review investor marketing materials and maintenance of the investor contact management application. The manager will also support the annual development and presentation of the OF’s annual Comprehensive Money Market Analysis (“CMA”), which provides internal and external stakeholders insight into the FHLBanks CO issuance activity, market trends and strategic dynamics of the money markets.

PRINCIPAL RESPONSIBILITIES
- Develop and maintain a deep understanding of the FHLBank’s asset and liability strategies, FHLBank’s member trends and regulatory developments.
- Provide leadership, expertise and actionable information to investors, fixed-income analysts and other stakeholders.
- Manage investor relationships including coordinating and tracking interactions and communications with current and potential CO investors.
- Employ strong writing and communications skills to translate the FHLBanks business activities and financial disclosures into investor marketing material.
- Work with stakeholders throughout the FHLBank System to create and execute marketing strategies for fixed-income securities products that are distributed to FHLBanks investor base.
- Develop strategies designed to expand and diversify the FHLBanks investor base.
- Develop marketing material to facilitate OF’s CO dealers’ sales teams to connect with the investor community.
- Develop, maintain and expand third-party relationships with technology providers and other relevant stakeholders related to fixed-income market infrastructure.
- Manage the content of the OF’s website related to investor relations.
- Suggest, develop and implement tools to support investor marketing in reaching and analyzing the current and potential investor base.
- Participate and represent the FHLBanks at dealer and investor conferences.
- Understand fair disclosure requirements and be a spokesperson to the investor community.
- Ensure team assignments and work processes are properly covered to maximize the use of available resources. Foster a team-orientated environment.

PRINCIPAL JOB REQUIREMENTS
- Bachelor’s Degree equivalent in a related field and/or related work experience.
- Master’s Degree or CFA designation preferred.
- 6 years or more of experience in the financial markets industry.
- Quantitative, research and analysis skills, including mathematics and statistics, with the ability to apply quantitative concepts to evolving markets.
- Strong writing and public speaking skills.
- Knowledge of the money markets, domestic and international fixed income markets, Federal Reserve monetary policy
- Demonstrated knowledge of MS-Office applications.
- Project management skills.
- Considerable maturity with self-motivated leadership skills.
- Ability to develop and garner consensus among the competing interests of stakeholders.
- Ability to work with diverse groups of financial institutions and individuals.
- Strong problem solving, organizational, and planning skills with fine attention to detail.
- Ability to listen and integrate ideas from diverse groups of individuals, build and maintain respectful relationships, collaborate with others, and resolve conflicts constructively.
- Proof of eligibility to work in the United States.
