Position Overview:
We are seeking a dynamic and experienced Program Manager in the DC Metro Area with 5 years supporting NOAA (National Oceanic and Atmospheric Administration) programs to oversee project execution while contributing to strategic business development and proposal efforts. The ideal candidate will have a proven track record managing government contracts, particularly within NOAA mission areas, and demonstrated success in identifying opportunities, leading capture strategies, and developing high-quality proposals.
This is a hybrid role combining operational project management with growth-oriented responsibilities, requiring someone who understands both NOAA's mission and the federal contracting and business development landscape.
Key Responsibilities:
Program Management
- Lead the full lifecycle of NOAA-related projects, ensuring timely delivery, budget adherence, and contract compliance.
- Act as the primary liaison with NOAA clients, ensuring strong relationships and customer satisfaction and including making site visits to NOAA clients.
- Manage project teams, subcontractors, and resources to deliver high-quality technical and operational outcomes.
- Monitor project performance, including financial tracking, reporting, and risk management.
- Oversee project deliverables, documentation, and quality control per NOAA and federal standards.
Business Development & Proposal Support
- Identify, qualify, and pursue new business opportunities within NOAA and other federal agencies.
- Support and/or lead capture efforts, including market research, competitor analysis, and client engagement strategies.
- Develop and maintain a pipeline of NOAA opportunities through tools like SAM.gov and NOAA-specific acquisition portals.
- Lead or support proposal development, including writing technical and management volumes, developing pricing strategies, and coordinating proposal submissions.
- Build and maintain strategic relationships within NOAA, industry partners, and other relevant stakeholders to support business growth.
- Represent the company at NOAA industry days, conferences, and networking events.
- Visit NOAA Headquarters in Silver Spring, MD and engage in client conversations for opportunity identification and qualification.
Required Qualifications:
- 5 years of experience supporting NOAA programs, projects, or contracts.
- 8 years of project management experience in a federal contracting environment.
- Demonstrated involvement in business development and proposal writing, preferably for NOAA or other science-focused federal agencies.
- Deep understanding of NOAA's mission areas (such as fisheries management, climate services, weather forecasting, oceanic and atmospheric research, etc.).
- Strong leadership, communication, and relationship management skills.
- Proficiency with project management tools (Unanet, Microsoft Project, Smartsheet, Jira, etc.).
- Bachelor’s degree in Business, Science, Environmental Studies, Engineering, or a related field.
- Must reside in the DC Metropolitan Area.
Preferred Qualifications:
- PMP (Project Management Professional) certification.
- Advanced degree in a relevant field.
- Direct experience working within NOAA line offices (e.g., NESDIS, NMFS, NWS,
- OAR, NOS). Experience with NOAA contract vehicles and procurement processes.
- Knowledge of federal acquisition regulations (FAR) and NOAA-specific compliance standards.
- Experience with federal grants or cooperative agreement management.
