Job Description:
The Program Manager will oversee the administration and execution of the NOAA Fisheries WCR Multiple Award Task Order Contract (MATOC) Administrative IDIQ. This role requires managing multiple task orders, ensuring the effective allocation of personnel and resources, and ensuring compliance with contract requirements while maintaining operational efficiency.
Key Responsibilities:
- Serve as the primary point of contact for the NOAA Fisheries Contracting Officer (CO) and Contracting Officer’s Representative (COR).
- Lead and oversee all programmatic activities under the IDIQ contract, ensuring compliance with contractual terms and performance expectations.
- Develop and implement processes for staffing, quality control, and reporting to support administrative services across NOAA facilities in multiple states.
- Supervise and coordinate project managers and administrative support teams across multiple locations.
- Ensure all assigned personnel are productive and meeting clearly defined objectives and priorities.
- Monitor task order performance, deliverables, and financial oversight to ensure cost-effective program execution.
- Maintain open communication with NOAA leadership, providing regular updates on program status, performance metrics, and potential challenges.
- Ensure compliance with applicable federal regulations, including Service Contract Act (SCA) labor standards and other contractual obligations.
- Assist in recruitment, retention, and management of personnel, with an emphasis on remote areas such as Alaska and Hawaii.
- Oversee reporting requirements, ensuring timely submission of monthly reports, invoices, and contract deliverables.
Qualifications:
- Minimum of five (5) years of experience managing federal government contracts, preferably in administrative or non-scientific support services.
- Strong experience in programmatic oversight, personnel management, and contract compliance.
- Bachelor’s degree in business, management, finance, or related field (Master’s degree preferred).
- Experience managing multiple concurrent task orders under an IDIQ contract structure.
- Ability to work effectively across multiple geographic regions, including remote areas.
- Proficiency in project management tools and software (Microsoft Project, SharePoint, or equivalent).
- Strong understanding of federal acquisition regulations (FAR), Service Contract Act (SCA) requirements, and labor compliance.
- Demonstrated experience in staffing, scheduling, and managing diverse administrative functions, including budget analysis, data processing, and technical writing.
- PMP or PgMP certification is preferred.
