Program Description
The Foster Grandparent Program (FGP) recruits and manages limited-income, mobile seniors to volunteer 15-20 hours per week at agencies and programs throughout San Francisco that provide services to children with special needs. FGP volunteers work directly with children in order to develop their self-esteem, social/academic skills and act as adult role models. Places they serve include classrooms, pre-schools, and children’s units in hospitals. The Senior Companion Program (SCP) recruits and manages limited-income, mobile seniors to provide companionship services 15-20 hours a week to frail, isolated, and homebound seniors, working directly with their clients to assist with everyday living needs, socialization and by doing small errands. They also serve at Adult Day Health Centers, engaging at-risk seniors in center activities. Assigned to agencies serving older adults, Seniors Companions are supervised by case managers. Both FGP and SCP volunteers receive a monthly tax-exempt stipend and both programs are affiliated with a nationwide network of “Senior Corps” programs that are funded and regulated by the Corporation for National and Community Service, a federal government agency.
Job Description
Assess overall functions and direction to the programs, administrative operations, advise on budget, developing and implementing policies and procedures. Acts as Agency representative of program to the community. Assist in the guidance of recruitment for the program staff. Reports to Division Director, is part of the Senior Division management team, and directly manages program staff. Additional duties as needed.
Program Specific Responsibilities
- Guides the program team members in providing supervision and leadership for all Foster Grandparents and Senior Companions.
- Provide guidelines to program staff and affiliated team members that assist with the programs.
- Advise for planning and implementing all phases of FGP/SCP’s immediate and long-term program goals to include, but not limited to: recruitment, orientation, placement, recognitions, performance evaluations, and in-service instructions.
- Assesses the needs of an FGP/SCP Advisory Council to address significant plans, local project policies, actions, changes and problems affecting the program, including resource development and coordinating sponsor’s response to Advisory Council recommendations.
- Serves and assists as the FGP/SCP “Custodian of Record” in order to ascertain that all volunteers and staff complete all phases of CNCS’s mandated “ Criminal History Background Checks” (see policy and procedure.)
- Advises on the development, review and updates Memorandum of Understanding (MOUs) and other appropriate documents with volunteer stations in cooperation with the program sponsor.
- Implementing mechanisms for negotiating and monitoring all FGP/SCP contracts and assuring compliance with all funding sources and Felton/SF policies and practices.
- Advises on criteria for developing, monitoring and revising all FGP/SCP budgets under the supervision of the Director or designees.
- Guides the implementation and maintain volunteer database/ MIS system, as well as prepare and issue reports to meet administrative and program needs specified by the Sponsor, Advisory Council, State, Region, and Federal personnel, or as appropriate.
- Guidance for program evaluation to assess appropriateness and performance of volunteers and volunteer stations, volunteer enthusiasm and morale, etc.
- Assists and serves as a liaison to the FGP/SCP volunteers and with Felton internal and external stakeholders in providing advice and resolution as to current issues and changes in the field of volunteer management and to recommend program changes and expansion including identification of potential funding sources.
- Aids in guiding the programs for outcome objectives, contract deliverables, and expenditures and revenues.
- Advise and implement systems for overall oversight for volunteers, volunteer site staff, adherence to MOU’s and all related documents to be updated within contracts.
- Guidance on evaluations and monitors compliance with Felton, and county (s) contracts.
- Assist in developing systems for documentation in volunteer files and to follow standardization of background check requirements and conduct quality control of charts.
- Advises and assess outreach strategies and implementation of recruitment efforts to maintain a healthy list of active volunteers.
- Other duties as assigned.
Minimum Qualifications
- A minimum of 3 years of supervisory experience required
- Experience in administration and budgeting
- Experience in volunteer management, preferably in the aging field
- Experience in developing partnerships, MOUs, and other collaborative processes within the community
- BA/MA/MSW in Human Services field or similiar
- Knowledge of County, State and Federal requirements for documentation and reporting
- Knowledge of human behavior and performance; individual differences in ability, personality, and interests
- Understanding of the needs and problems of children and elderly in multicultural communities
- Social Perceptiveness Skills; Awareness of others’ reactions and understanding why they react as they do
- Monitoring Skills, i.e., Monitoring/Assessing performance of volunteers and host sites
- Ability to communicate verbally and in written form so that others can clearly understand
- Ability to work collaboratively and effectively with professionals, individually and in a team process
- Ability to be a team player with a welcoming attitude
