JOB SUMMARY
As the Hospital’s Chief Executive Officer (CEO) the Administrator has full authority for the overall leadership and management of the affairs of the Hospital pursuant to the policies of its Board of Commissioners and Critical Access Hospital (CAH) guidelines. The Administrator is hired by and reports to the Board. The Administrator acts as a positive role model for the hospital District guiding principles, policies, work ethics, code of conduct and representing FCH ethically in business and professional relationships.
ESSENTIAL DUTIES AND RESPONSIBILITES
· Healthcare Mission:
o Leads cultural change to fully implement “Patient Centered Care” throughout the Hospital and Hospital District related services.
o Supports the Board in maintaining a viable Corporate Compliance Program.
o Ensures that healthcare services which are provided are consistent with community needs, the mission and values of FCH.
· Strategic Planning and Organization:
o In collaboration with the Board of Commissioners the CEO will develop and maintain a competitive strategic plan for FCH that addresses needs and opportunities; integrates the mission, manages financial performance and focuses on improving the health status of the communities served by FCH; The CEO monitors this plan and provides regular updates to the Board of Commissioners.
o Organizes the administrative functions of FCH with clear definition of duties, responsibilities and accountabilities.
o Periodically assess community needs and develop needed services and/or recruit new physicians to meet those needs.
o Directs the development, implementation and periodic evaluation of selected single-purpose plans which support the strategic plan.
o Advises and assists the Board in carrying out its responsibilities, including the development of trustee orientation and education programs, and in accord with the Board Chair, prepares board agendas and materials.
· Financial Planning and Budgeting:
o Establish and maintain effective accounting and financial management systems and practices to assure compliance with FCH mission, values, strategic plan, hospital district law, Medicare cost reporting and State reporting requirements.
o Directs long range financial planning for FCH, including development of a Capital Plan.
o Monitor Hospital investment activities to assure compliance with hospital district law and Board Policy.
o Develops and recommends budgets that reflect integration of mission, business and financial considerations and are directed toward ensuring the long-term viability of FCH.
· Operations:
o Maintain awareness on trends affecting FCH, the hospital industry and healthcare delivery by attending educational meetings, and through involvement in professional organizations.
o Provide ongoing and consistent information regarding the Hospital’s performance to the Board, Medical Staff and Hospital employees as a basis for planning, policy formulation, objective setting and performance review.
o Obtain legal advice on behalf of the Board regarding interpretation of Hospital and Medical Staff Bylaws as needed.
o Prepare the Board meeting agenda, in consultation with the Board Chair, and attend all meetings of the Board unless specifically excused from such meetings.
o Provide general advice and administrative assistance to the Board in carrying out its functions, including facilitating appropriate interfaces with the Medical Staff and Hospital Management Staff.
o Provide administrative assistance to the organized Medical Staff in carrying out its functions and the interpretation of its bylaws, rules and regulations.
o Represent Administration and the Board at the meetings of the Medical Staff.
o Help the Medical Staff to develop and maintain educational programs that are commensurate with the needs of the medical staff and community.
o On behalf of the Board and in conjunction with Medical Staff department chairs and/or Chief of Staff, approve temporary medical staff privileges.
o Develop and/or provide education programs for managers and employees commensurate with the needs of their positions and the institution.
o Maintain a high quality and efficient facility with up-to-date equipment to meet the community’s needs and commensurate with the Hospital’s scope of services.
o Responsible for physician recruitment to assure coverage of all mission-based services.
o Provides leadership in identifying and resolving problems, and in motivating and inspiring FCH staff, while holding individuals accountable for assigned responsibilities.
· Quality Services:
o Maintain effective and useful patient satisfaction assessment tools.
o Support development of internal work processes and systems that improve the quality and efficiency of services delivered.
o Meet established federal, state and local licensing standards.
o Provide leadership in ensuring that services provided by FCH, both clinical and non-clinical, are responsive to defined needs and are reviewed on an ongoing basis in accord with the principles of continuous quality improvement.
· Communications:
o Directs and facilitates organizational communications, both internal and external, and articulates the FCH mission and values to service area communities.
o Serves as the principle agent of the Board of Commissioners, and is responsible for the conduct of the CAH operations in the absence of an organized governing body.
o Prepares and presents to the Board of Commissioners all such reports as may be required to enable the Board to properly carry out its duties and responsibilities.
· Evaluation:
o Provides executive leadership in evaluation the performance of the organization, including the quality and appropriateness of patient care services.
o Ensures that evaluation activities throughout FCH are developed, implemented and monitored.

· Meets dress code standards for the department; appearance is neat and clean.
· All Ferry County Health employees are required to maintain confidentiality in accordance with organizational policy, state and federal regulations, including not but limited to, the Health Insurance Portability and Accountability Act (HIPAA).

JOB KNOWLEDGE & QUALIFICATIONS
Education and/or Work Experience Requirements
· Verbal, quantitative and interpersonal skills typically acquired through the completion of, at a minimum, a bachelor’s degree in Hospital Administration, Business or Public Health.
· In-depth and up-to-date knowledge of hospital administration typically acquired through the completion of a master’s degree in Health Administration or a master’s degree in Business, or equivalency as determined by the Board of Commissioners.
· Minimum of five years’ experience as Chief Executive Officer or eight years’ experience as a senior level executive working in a critical access hospital is strongly preferred.
· Specific knowledge of public hospital district regulations and hospital finance required. Knowledge of standards and relationships of hospitals, applicable laws to hospital operation, refined managerial skills which are typically acquired through experience as an assistant administrator or CEO of a smaller hospital.
· Proficient in the use of computer and other electronic communication devices.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, patients, customers, and the general public.

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.
