    The English Access Sc holarship Program (Access) is a multi-faceted program designed to support global English language learning needs and to improve English teaching globally. The program exposes participants to U.S. culture and democratic values through English language scholarships, professional development opportunities for teachers and administrators, and programming for alumni. Since its start in 2004, over 200,000 students in more than 80 countries have participated in Access Program activities.

    Essential Job Functions :

    Serve as primary contact and liaison with U.S. Embassy personnel and State Department Regional Program Officers implementing and coordinating the administration of the Access Program in one of the six global State Department regions.

    Establish strong working relationships and maintain consistent communication with State Department colleagues both in DC and in the field.

    Lead and facilitate capacity-building efforts through training on program policies and procedures for State Department colleagues in DC and in the field, and for in-country educational service providers as requested .

    Stay current on Access curriculum development initiatives for effective proposal and report evaluation and communicate relevant updates to stakeholders.

    Partner with the Training Team to develop materials and resource guides to support global program administrators with diverse needs and experience.

    Provide support for core project operations such as setting up and closing out multiple agreements, initiating and tracking disbursements, and processing and reviewing program reports.

    Ensure timely and consistent implementation of program operations at each step of agreement set-up to close out and provides State Department colleagues with technical input.

    Create and maintain project materials, including but not limited to internal standardized operating procedures and templates for standard forms and communication.

    Develop and implement strategy and procedures for managing and ensuring integrity of project data; work with project team to guide and identify opportunities for ongoing improvement of the custom database designed to support overall project administration.

    Backstop other regional portfolios as needed.

    Train and mentor Program Officer 1 team members on program systems, policies, and procedures.

    Contribute to writing and editing of annual program proposal and other client-facing reports and materials.

    Perform other duties, as assigned.

    Applied Knowledge & Skills :

    Demonstrated experience building collaborative and positive relationships with internal and external partners.

    Experience and / or interest in facilitating training .

    Strong oral and written communication skills; demonstrated professionalism in written correspondence.

    Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy; ability to take initiative and be flexible.

    Demonstrated ability to think analytically and problem solve.

    Competency using software such as One Note, SharePoint, Excel, and CRM databases.

    Understanding of federal government regulations (2 CFR 200) preferred.

    Budget and / or some financial management experience preferred.

    Minimum Requirements :

    Bachelor's degree required ; a minimum of 4 years of work experience in an NGO, government agency, or private organization

    Some travel may be required in this position.

    This position requires availability from 9 : 00-5 : 00 ET and will require one week of in-person attendance at the Washington, D.C. office each year. Additional travel may be required upon client request.

    The expected US Based hiringsalary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to : relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

    Base salary is only one component of our offer. Additionally, all US based staff working full-time, which is calculated at 40 hours / week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

    US Based Hiring Salary Range : $63,000 - $74,000

    International hiring ranges will differ based on location.
