Description

The FIFA Match Commissioner is a senior Competition Official and a point of contact for the FIFA Venue Staff regarding reporting various incidents taking place on and prior to matchday. The Match Commissioner is responsible for completing the Match Commissioner report(s), which is the sole document gathering all incidents, complaints, and disciplinary matters. After each match, the report is submitted online to FIFA HQ for evaluation. In addition, the Match Commissioner ensures that the decisions taken by FIFA Competitions regarding the tournament are implemented. In most cases, the Match Commissioner does not have an operational role in the venue but observes the match from the stands and completes the report immediately after each match. However, as a senior competition official, the Match Commissioner can support the Match Director and advise on organizational matters throughout a tournament. In the case of a contingency situation/crisis at a match, the Match Commissioner might attend the Crisis Meeting and shall be updated on any decisions taken. FIFA may also expand the Match Commissioner's role, ensuring that the Match Operations are implemented according to the latest FIFA policies on match organisation. The FIFA Match Commissioners are appointed by FIFA Competition Management and approved by the FIFA General Secretary.



THE POSITION

The Match Commissioner has the following responsibilities:

  • Approx. 1 month prior to first assignment: virtual workshop with detailed information on role and responsibilities and compliance training.

  • Approx. 2 – 1 week prior to first assignment: virtual workshop with latest updates, including disciplinary information and reporting training.

  • Approx. 1 week – 3 days prior to first match: upon the venue opening and the Match Director onsite, the Match Commissioner to visit the stadium for a familiarization.



Matchday -1 upon request and availability, the Match Commissioner

  • observes the official training sessions of clubs and reports on any shortfalls or challenges occurred during the training session.

  • attends the Match Coordination Meeting delivering the opening and closing speech of meeting as well as handover of official team plaque (if applicable), the Match Director is chairing and leading the Match Coordination Meeting;

  • attends the Stadium Familiarization Session and reports on any shortfalls or challenges.



Matchday requires a mandatory presence of the Match Commissioner to:

  • observe and report on FCWC25 matches on a matchday basis;

  • arrive at the stadium between kick-off -3 hrs and -2 hrs, depending on the Match Director's indication, (e.g. If the same Match Commissioner is appointed for consecutive matches in the same stadium, the arrival could be closer to kick-off -2hrs;

  • meet with the Match Director upon arrival to get the latest updates on critical items and a short stadium tour;

  • follow the arrival of the teams as well as their pre-match warm-up;

  • observe the match from the assigned seat in the VIP/Hospitality area with a clear view of the pitch and stands;

  • assess potential trouble and incidents occurring around the pitch, field of play and/or in the stands;

  • support the Match Director and Match Coordinator upon their request in any matters related to the match delivery;

  • write the post-match report in the Match Director's office, after consultation with referee, security, marketing, and Match Director;

  • deliver additional Matchday 1 reporting if needed and requested by Disciplinary.






YOUR PROFILE

Work Experience

The successful candidate must have the following experience and qualifications:

  • A minimum of 10 years' experience working in a Confederation, Member Association, Club or Venue on a management or executive position.

  • A minimum of 10 years' experience in working as a Competition Official (e.g. Match Director, Match Commissioner or the equivalent) for the respective Member Association or other local entity.

  • Extensive and well-founded international football knowledge.

  • Extensive knowledge of event & competition/match operations as well as sport facility operations.

  • Experience of working in multi-disciplined teams across a variety of business areas.

  • Ability to cope in an international, demanding and changing environment

  • Ability to adapt and work well with people of other cultures and backgrounds


Languages
  • Fluent in English (written and spoken), Spanish, French and any other language proficiency is a plus
Technology
  • Proficient in MS Office (Excel, Word, PowerPoint, and planning software and online collaboration tools
