The Regulatory Affairs Counsel helps FSI promote a healthy regulatory environment for its members — independent financial advisors and firms — by advocating for policies that promote access to financial advice, investor protection, and enable members to maintain and grow their business.

- Basic knowledge of securities regulations that impact members, including those promulgated by the US Securities and Exchange Commission (SEC), the Financial Industry Regulatory Authority (FINRA), Department of Labor (DOL) [ERISA], and the Municipal Securities Rulemaking Board (MSRB).
- Research and monitor federal and FINRA regulatory landscape, including new rulemaking and guidance; conduct preliminary analysis on the impact of proposed regulatory actions.
- Draft internal memos on assigned topics relating to the securities laws, regulations, and related regulations that impact members.
- Draft comment letters for submission to federal and state regulators.
- Professionally engage with FSI members to gather information on regulatory areas impacting their businesses.
- Participate, as needed, in meetings with regulators (including but not limited to SEC, DOL, FINRA or States), including by preparing materials in advance of such meetings to assist senior FSI staff.
- Review communications and articles drafted by the Communications team to ensure legal/substantive accuracy.
- Think strategically and look for solution-driven approaches to issues.
- Assist in special projects to support member councils or other FSI initiatives.
- Collaborate with others on the Advocacy team (e.g., State, Legislative, and Political Engagement leads) and outside counsel, as appropriate.
- Assist the Vice President, Federal Regulatory Affairs and Senior Counsel to execute on FSI's federal regulatory strategy in accordance with the policy established by FSI's SVP, Policy & Deputy General Counsel and Executive Vice President & General Counsel.
Minimum Qualifications
- JD from an accredited law school.
- Admission to practice law in the United States (in jurisdiction of remote work location and/or Washington, D.C. preferred).
- A minimum of 2 years of experience with a law firm, federal or state financial regulator, in-house legal position, or securities-related trade association.
- Strong analytical and legal skills.
- Detail-oriented with strong communication skills.
- Ability to work and complete tasks independently in a timely manner.
- Demonstrated ability to effectively multi-task.

- Basic knowledge of the federal securities laws and FINRA requirements, including familiarity with the Securities and Exchange Act of 1934, the Investment Advisers Act of 1940 and the Investment Company Act of 1940, and FINRA Rules.
- Basic understanding of ERISA is also desirable, but not required.
- Option for remote work, physical location in Washington D.C. office, or hybrid work, with the ability to be in FSI's D.C. office approximately three times a quarter for group meetings. Open to reduced work-schedule arrangement or alternative work schedule arrangement for the right candidate.
- Business travel throughout the United States (no more than 10% of time)
- This job occasionally requires the ability to stand for extended periods of time (for example, at a conference).
