The Finger Lakes Performing Provider System (FLPPS) is a network of clinical and community-based providers working together across the 13-county Finger Lakes region to transform healthcare delivery, advance system transformation, close gaps in care, and support high-risk individuals and populations. FLPPS and its affiliated health home, the Greater Rochester Health Home Network (GRHHN) support providers in integrated healthcare delivery system optimization, care management, network and program management, population health and data analytics, and learning and development. Additionally, FLPPS is a designated New York State Workforce Investment Organization (WIO) working with training and educational institutions, health systems and other providers, and Social Care Networks to strengthen the healthcare workforce.
Position Summary
The Director of Workforce Operations will oversee the implementation of the Career Pathways Training Program (CPT) and provide regional support for Partner and Participant engagement. This role will focus on operational excellence, process optimization, and effective people management to drive strategic partnerships and achieve organizational goals. This role is funded by New York State through the Career Pathways Training Grant through 2027.
Key Accountabilities:
- Plan, develop, implement, and manage programs and services to ensure operational efficiency and effectiveness.
- Work closely with data analytics staff to maintain and improve templates and tools to track project progress, performance metrics, and facilitate decision-making. Tools may include status reports, dashboards, issue tracking and resolution lists, databases, and meeting facilitation materials.
- Oversee the activities of intake, partner, and participant managers, providing mentorship and coaching to support their growth and career progression.
- Manage direct reports and ensure effective team collaboration.
- Maintain positive and collaborative relationships with all Partners through site-visits, meetings, and consistent communication.
- Relay feedback and questions from Partners to internal teams and ensure timely communication.
- Support the implementation of projects by collaborating with the program management team, meeting facilitation, and consulting services.
- Produce accurate and timely reporting of program/project status throughout its life cycle in collaboration with the program management team
- Develop and maintain awareness of market/industry trends, government regulations, legislation, and guidelines.
- Identify new Partner support and business development opportunities.
- Collaborate with FLPPS leadership and subject matter experts on the development of necessary Partner and Participant education (e.g., webinars, workshops).
- Educate FLPPS and GRHHNs Teams on new project initiatives and ensure appropriate talking points and Partner education materials are developed in a standardized and timely fashion.
- Attend regional conferences and actively market the Career Pathways Training Program to stakeholders across the region.
- Collaborate with internal and external communication and marketing experts to effectively market information about FLPPS’ programming to external stakeholders
- Identify opportunities for process improvement and implement strategies to enhance operational efficiency and effectiveness.
- Develop and maintain standard operating procedures (SOPs) and best practices.
- Develop and implement internal communication strategies to ensure clear, consistent, and timely communication across all levels of the organization.
- Facilitate effective information flow and collaboration among teams.
Required Qualifications:
- Master’s degree required
- Minimum of 10 years’ experience in a leadership role with a focus on operational management, process optimization, and people management
- Must have a proven track record of driving and executing strategies.
- Experience in building, engaging, and leading high performing teams, mentoring, coaching, and developing talent.
- Understanding of, or capability to quickly learn federal and state healthcare initiatives and regulations.
- Experience with workplans, budgets, and performance and financial reporting.
- Advanced skills in Microsoft Office applications including Excel, PowerPoint, and Word.
