Position Summary: Responsible for working under general supervision to conduct right of way acquisition assignments, research title records to determine ownership and encumbrances on properties, prepare legal descriptions and prepare conveyance documents, and negotiates the acquisition easements and rights of way. This position requires an interest in and aptitude for real property negotiations and appraisal work, sales ability, and the ability to draft effective documents.
Responsibilities:
• Perform research for various right of way projects, including gathering and compiling information for reports and responses to questions from property owners, attorneys, right of way agents and others.
• Research county assessor and other public records to identify ownership of property affected by existing or proposed facilities.
• Review standard title reports for accuracy of the vesting and legal description of property and identifies any conflicting issues such as existing easements, judgments, covenants, conditions and restrictions, liens and encumbrances that might impact right of way acquisition.
• Receive and process standard appraisal reports prepared by independent appraisers.
• Draft right of way documents and other materials for acquisition of easements. Process legal documents for recording; prepare and maintain acquisition records.
• Review subdivision and partition plats.
• Perform other related duties, as assigned.
Education: High school diploma or equivalent.
Experience:
Required:
• 1 year experience in real estate property title, appraisal, or surveying; or an equivalent combination of training and experience.
Preferred:
• Trade school or vocational school, supplemented by courses in real estate property law, appraisal, surveying, or other related subjects.
• Knowledge of general real estate practices related to acquisitions, management of properties and/or rights of way, and disposal of real estate property interests.
• Experience with deed restrictions, easements, and encroachments to estimate value, clear title, and acquire properties.
• Negotiation techniques to acquire real estate property rights and interest for various projects.
• Understanding of basic engineering terminology.
Licenses, Certifications, Training Requirements:
• A valid motor vehicle driver’s license in good standing is required. No DWI/DUI convictions.
Physical Requirements and Environmental Factors:
• Work is primarily computer work, and most assignments are performed in an office type environment.
• Work may involve spending time away from the office, looking through public records, inspecting property, and interviewing owners or other interested parties. May perform some work at a job site that may include some physical labor and environmental distractions such as changes in climate and topography. Physical hazards may be present.
• While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear.
