Job Description

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property, and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values.

Note: This position is open only to City of New York employees serving in the permanent civil service title of Administrative Staff Analyst.

Reporting directly to the First Deputy Commissioner, and with wide latitude for judgement and independence, the Executive Project Manager will oversee the day-to-day coordination of initiatives for the office of the First Deputy Commissioner. They will work closely with administrative staff in the Office of the Fire Commissioner as well as all Division Heads reporting to the First Deputy Commissioner for the purpose of coordinating and tracking all management portfolios while keeping critical projects at pace. Duties and responsibilities include: Interface with stakeholders including direct reports to the First Deputy Commissioner, internal and external stakeholders to set and monitor progress and milestones; Set and manage meeting cadence associated with top priority initiatives; Provide tracking, metrics and progress reports to the First Deputy, Senior Staff and Fire Commissioner as needed; Input project updates in Service Now and perform data quality checks for all stakeholder data; Collaborate with IT, GIS and MAP to enhance tracking and dashboard products that reflect the FDC portfolio as needed. They will be expected to develop justifications that leverage pilot program metrics, data and evidence from the roster of managed initiatives for new need requests and will ensure all projects are on target for completion. Subject matter expertise in FDNY administrative policy and procedures for uniformed and civilian staff with a track record of solving problems


Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.


Preferred Skills


Administrative management experience (at minimum 5 years) with FDNY or a comparable uniformed organization with solid comprehensive understanding of policies and procedures for uniformed and civilian staff and operations.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
