Job Description

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values.

The Bureau of Fire Prevention cultivates a safer city for its citizens, visitors and first responders by preventing loss of life and property damage from fire and other emergencies. We accomplish this 24/7 by identifying fire and life safety hazards; creating, revising, and enforcing the New York City Fire Code; reviewing plans for critical systems designed to protect and alert building occupants; licensing qualified companies to install and service fire protection equipment and systems; certifying individuals to monitor fire safety conditions; and educating individuals and businesses about fire safety. In addition, the Bureau of Fire Prevention is critical partner with the Bureau of Fire Operations (Firefighters) and Bureau of Fire Investigations (Fire Marshals), providing assistance and guidance during post-fire incidents and investigations; and coordinating with other City agencies on matters concerning fire and life safety. The Bureau consists of Fire Protection Inspectors, lawyers, engineers, explosives experts, and Fire Officers work together to save lives in New York City.

The Fire Department, City of New York (FDNY), seeks a full-time Procurement Analyst, Level 3 in the Bureau of Fire Prevention. Reporting directly to the Director of Performance Management, the successful candidate will: handle all procurements for BFP and manages its OTPS budget of nearly 3 million dollars, including contracts necessary for BFP’s operations including Metro Cards for inspectors, consultants, the tag and decal program for rangehoods and fire extinguishers, and contracts necessary to keep the Public Certification Customer Service Center running smoothly. Purchases consist of equipment (hardware and other), software, code books, training, and other materials for inspectors; printers and office supplies, as well as supplies and maintenance necessary to keep the Public Certifications Customer Service Center running smoothly. The Procurement Analyst also manages transportation reimbursement for inspectors. The person filling this position will collaborate with Unit Managers and Executive Management to ensure their needs are met in a timely and cost-effective manner and will ensure all technical specifications in solicitation documents are in compliance with regulations and are clearly understood by vendors. The Procurement Analyst will approve recommendations for contract awards, modifications, emergency purchases and extensions of time on contracts, and will ensure compliance with the requirements of the Minority and Women-owned Business Enterprises Development program and will recommend solutions to procurement issues based on consultations with the Agency Chief Contracting Officer. The Procurement Analyst prepares Budget Reports for the Director of Performance Management on a regular basis, including expenditures, encumbrances, purchase orders and contracts. Perform related duties as needed.


Minimum Qualifications


1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
